Job PurposeTo lead and manage complex CNS/ATM/AIM/Airspace Programs and Projects across the overall project lifecycle in a timely and efficient manner.Duties, Responsibilities and AccountabilitiesLead and manage the complex projects and programmes in the ANS Project portfolio, for successful and timely delivery of systems and operational changes.Lead the co-ordination with the operational and engineering teams, as well as other ANS departments, customer(s) and relevant stakeholders to identify project requirements, and prepare planning and budgeting.Prepare comprehensive business cases based on the operational/technical/regulatory requirements and budgetary constraints to seek approvals for the projects. The detailed outline shall include the business need, scope of work, key milestones, benefits, potential risks and its mitigation plan.Develop comprehensive Project Charter and change management documentation for allocated projects, to ensure the required governance compliance is achieved.Lead and direct the development of project RFI/RFP documentation including detailed Scope of Works (SOW), requirements specifications, resource requirements and Bill of Quantities, with inputs from subject matter experts (SMEs) from applicable ANS departments, for customer review and approval to release for procurement; as well as to review the draft form of contract and related contractual documentation from the project/technical perspective and provide feedback to client/contracts team.Liaise with the applicable procurement department to provide project inputs to prepare Prequalification Questionnaire, Request for Proposal documents to be released to the potential bidders, as well as to lead and manage the technical evaluation of bids received to ensure the defined criteria is followed by all technical committee members to shortlist the most suitable technical solutions/bidders.Work with the nominated ANS project team (comprising of project management team members and subject matter experts) and successful contractors to execute the assigned projects as per contractual terms and monitor progress against plan. Participate in scheduled and unscheduled project activities to ensure adherence to plan and to identify any challenges / risks in a proactive manner and put mitigation plans in place.Ensure requirements are tracked, validated and verified, by means of a Validation Cross Reference Matrix (VCRM) updated at each stage of project, to ensure that all project scope/systems deliverables are implemented in full compliance with the contract technical specifications and operational requirements, by using this process to Validate and Verify that the stated requirements are fully delivered with acceptable quality and operational readiness.Monitor and report on project progress. Take appropriate action(s) to gain internal / external stakeholder buy-in for any recommended changes to the project scope, plan / contractual terms.Track and monitor project spend against budget and time in order to address any variance in a timely manner, and to verify and validate invoices and claims from contractors and liaise with relevant customer departments to process the payments in a timely manner.Plan and co-ordinate Design reviews, testing procedures O&M trainings and Operational Readiness/Verification (ORD/OV) on allocated projects.Prepare documentation for technical and/or operational handover to the end user at the successful completion of the project, and prepare practical completion certificate for the contractor to confirm successful project delivery as per agreed plan including post implementation review.Regularly check for updates from ENG department who will monitor the equipment/services delivered as part of the project for the agreed duration of defects liability period (DLP) for optimal customer satisfaction. Carry out necessary checks of deliverables, payments and claims etc. to complete the contract closure process and issuance of Defects Liability Certificate.Manage any allocated support / 3rd party contracts on behalf of the customer.Communicate regularly with clients to provide periodic reports and updates on projects and answer questions regarding the status of the projects.Provide line management for all direct reports, including objective setting, establishing development plans and monitoring performance and progress against targets set.Safety responsibilities and accountabilities of this position are detailed in the Safety Management Manual of the organization. The Job holder is required to maintain awareness and knowledge in relation to their safety responsibilities associated with their job function.Educational Qualification:â ¢ 3 or 4 year Bachelor's degree in a related Engineering OR Operational/project management discipline required.Professional Certifications:â ¢ Project management qualification (PMP or PRINCE2) is required, with valid current certification.â ¢ Desirable: CNS/ATM, Special Airport Systems OEM trainings and certifications.Experience:â ¢ 10 years of experience of delivering complex projects/programmes in an ANS/CNS/ATM environment including project/programme management, leading detailed design/critical design reviews, interface management, commissioning, SAT & delivery, project closeout and effective technical & schedule presentations.â ¢ Experience of delivering significant change in an Air Traffic Management environment - Proven capability in delivering systems installation & integration of large, multi-million projects and support services. Ideally to have hands-on experience in integrated Special Airport Systems and/or CNS/ATM systems, solutions, services, solid back of systems integration from design through to project delivery, and will provide valuable leadership in design reviews, verifications and client discussions.â ¢ Need to be fully conversant with the CNS/ATM industry, key OEMs and products/solutions. Sound technical competency, negotiation, team work and risk management skills.â ¢ 5 years' experience of providing line management to direct reports: Solid understanding and management of project management processes, team management, technical and resource governance procedures, as well as compliance to other inter-departmental processes within a mature airport operations and project oriented organisation.Special Technical Skills:To have specialist expertise in the programme/project management and implementation of CNS/ATM systems in a complex airport/ANSP environment. It will require excellent leadership and PM skills, proven systems engineering/implementation OR ATC/ATM Operational specialist experience in a complex ATM project setting, people management and interface management skills in a dynamic project execution environment.Successful candidate will require the in-depth knowledge and experience of Project Management in a live international airport/mission critical environment, Planning & Scheduling, Engineering & Operational scope responsibilities, Site Management, and resources & stakeholder management for efficient execution of project tasks.Proficiency in English language, fluent speaking and excellent written/business communication skills are required.Knowledge and experience of QMS/IMS framework and practice (ISO standards 9001, 14001, 45001) in a project management and organisational framework.Software usage proficiency in Office IT (MS Word, Excel, Powerpoint, Outlook), and MS Project required to perform this function.Team player and problem solver with excellent attention to detail, integrity, and strong work ethics.ANS Technical and Project Documentation: Operation & Maintenance of a range of airport systems and air traffic equipment, including communication, navigation and surveillance (CNS) systems and ATM Automation systems.Rules and regulations regarding the operations and maintenance of ATM equipment & systems.International Civil Aviation Organisation (ICAO) SARPs and Annexes.UAE Civil Aviation (GCAA) Regulations (CARs), and regulatory approval processes (AMCs/CAAPs).Basic understanding of ATC Operations, Air Traffic/Airspace management, and related activities in an ANS and airport setting.Knowledge and experience of the following (preferred): UAE Telecommunications & Digital Government Regulatory Authority (TDRA), Validation and Verification processes in a mission critical project environment, Requirements capture/verification processes and related software tools, Integration of CNS/ATM systems, including interfaces to external systems, Project management software such as Primavera, Aconex etc.Keep up to date on current and emerging technologies in the CNS/ATM domain and project management techniques, and maintain technical/project management certifications and interests.#J-18808-Ljbffr
