164-24 Payroll Specialist: Perform routine and complex management of the payroll system, including accounting and administrative work in the coordination of the payroll and timekeeping functions, and assisting with various other applications and providing efficient service to City departments. Maintain employees' computer master file including changes of status as well as the creation of master files for new employees based on pre-approved data received from the Human Resources Department. Entered information shall be reviewed and verified for quality control. Maintain payroll software function codes, such as codes affecting net wages, tax codes, deduction codes, etc. Prepare payroll on a bi-weekly basis and manual payrolls as required. Balance and verify all time entry to ensure payroll records comply with regulations and that overtime calculations are correctly reported. Maintain a strong knowledge and understanding of Police, Fire, and City retirement plans. Interpret, apply, and monitor FOP and IAFF contract provisions regarding pay, accruals, leave, etc. Coordinate with state Police and Fire pension plans regarding absences, pay changes, and pay differentials. Prepare analysis and reports related to payroll history, budget conformance, or other reports for management or outside governmental agencies.
Requirements: Five (5) years of increasing responsibility in payroll processing, tax and wage laws and common fiscal procedures and a high school diploma or equivalent. Certification as a Payroll Professional, preferred.
Starting Rate: $26.14- $34.10 per hour plus comprehensive benefits package is available including health, dental, vision, life, and retirement. A completed City of Stillwater application is required for consideration, resume and cover letter are preferred.
