Serve as the Chief Financial adviser to the Superintendent and Board of Trustees.QUALIFICATIONS: Education/Certification:
  • Bachelor's degree in Business Administration (required), Accounting (preferred)
  • Master's degree in a business related field (preferred)
  • Certified Public Accountant (preferred)
  • Five years experience in school business and/or financial operations in fund accounting
  • Special Knowledge/Skills:
  • Advanced technical knowledge of school finance, budgeting, accounting systems, and economics
  • Working knowledge of financial applications and accounting
  • Strong communication, public relations, and interpersonal skills
  • Ability to use personal computer software to develop spreadsheets, perform data analysis, and do word processing
  • Ability to interpret and implement policy, procedures, and data
  • Ability to develop, manage, and implement a budget and manage personnel
  • Ability to coordinate district functions
  • Five years experience in school business and/or financial operations
  • Experience:
  • Five years experience in administration of Texas public school business management (working knowledge of technology implementations, working knowledge of PEIMS, Director for Finance, Chief Financial Officer, Asst. Superintendent, etc.)
  • MAJOR RESPONSIBILITIES AND DUTIES: Fiscal Management
  • Keeps the superintendent informed on the business affairs of the district.
  • Evaluates and implements accounting procedures, systems, and controls in all district departments and recommends improvements in their design, implementation, and maintenance.
  • Maintains a continuous auditing program for all funds and assists the district's independent and internal auditors in conducting the annual or periodic audit.
  • Ensures that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accountability System Resource Guide.
  • Develops periodic cash flow analysis to aid in determining cash available for investment and payment of bills.
  • Maintains the district investment portfolio.
  • Oversees preparation of monthly bank reconciliations for all district bank accounts including vendor and payroll clearing accounts.
  • Prepares and reviews all budget adjustments, additions, and deletions.
  • Reviews purchase orders and check requests and maintains control of budget by verifying availability of funds.
  • Assists in the preparation of the budget and development of long-and short-range objectives for the business operations of the district.
  • Plans and conducts needs assessments for improvement of district business operations.
  • Works with district personnel to project student enrollments, staffing needs, and energy needs.
  • Administers the Finance Division budget and ensure that programs are cost-effective and funds are managed prudently.
  • Provides leadership to achieve cost-effective practices throughout the district.
  • Ensures that business operations support the district's goals and objectives.
  • Regularly prepares and presents fiscal reports to the District administration, school community, and the Board of Trustees.
  • Serves as the financial information liaison between the school system and the Board of Trustees as well as the community.
  • Policy, Reports, and Law
  • Implements policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
  • Compiles, maintains, and files all physical and computerized reports, records, and other documents required.
  • Prepares and evaluates monthly financial statements and related budget reports.
  • Prepares and publishes comprehensive annual financial report in compliance with Texas Education Agency requirements.
  • Purchasing and Inventory
  • Supervises the preparation of bids and bid specifications.
  • Receives and open bids; tabulates results and prepares written recommendations.
  • Personnel Management
  • Prepares, reviews, and revises business department job descriptions.
  • Develops training options and/or improvement plans to ensure effective business operations.
  • Evaluates job performance of employees to ensure effectiveness.
  • Recruits, trains, and supervises personnel and makes sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
  • Community Relations
  • Demonstrates awareness of district and community needs and initiates activities to meet those needs.
