TITLE: Purchasing OfficerFLSA STATUS: ExemptQUALIFICATIONS: Bachelor's degree from an accredited four-year college or university with a major in accounting or business administration and three years of governmental accounting experience including use of a computerized accounting system and electronic spreadsheets as well as three years experience in a purchasing related field or equivalent combination of education, training, and experience.Previous supervisory experience required. Must possess strong interpersonal skills as well as excellent verbal and written skills. Knowledge of generally accepted accounting principles, particularly as they relate to government entities is required, as well as familiarity with federal and state requirements.APPLICANT MUST UPLOAD:1. Resume'REPORTS TO: Associate Superintendent for Business OperationsJOB GOAL: To purchase materials, supplies and equipment within the framework of established state and local laws, regulations, policies and generally accepted accounting principles.DUTIES AND RESPONSIBILITIES:Supervises the coordination of daily work assignments for the Purchasing andAccounts Payable Departments.Trains and evaluates the performance of personnel in both departments.Supervises the processing of purchase orders and maintenance of the related files; interprets and applies purchasing rules.Advises and trains school personnel on budget and purchasing procedures and on purchasing supplies and equipment.Updates and maintains the Cumberland County Schools' Purchasing Manual, Accounts Payable Manual and vendor online catalogues.Works with Department leads to write specifications, prepares and submits bids and gets price quotations on all goods, equipment, furniture and services not covered by state contracts or other approved term contracts.Works with department leads to review and evaluate bid proposals, provides bid certifications and makes award recommendation.Makes sound recommendations concerning award of contracts based on prices, delivery terms, and the qualifications of suppliers.Inspects and evaluates bids and submittals received through the bid process to ensure that specifications are met.Maintains lease and maintenance contracts for district equipment.Prepares reports related to the purchasing function required by the Division of Purchase and Contract and other state and federal agencies.Prepares journal postings to correct general ledger account balances when necessary.Works with Accounts Payable, departments and schools to resolve vendor invoicing issues.Administers the district's Purchasing Card Program, adding and removing users, managing credit limits and training cardholders and personnel with the bank's online application for payment processing.Administers the district's Cost per Copy program and the schools' Postage Machine program.Supports school personnel with school-based contracts and appropriate documentation with guidance from the Board Attorney's office.Works with the diploma supplier and the high schools to order diplomas for graduation.Provides assistance to the Associate Superintendent for Business Operations and the Director of Business Operations when requested.Serves on various school system committees as requested.Attends and successfully completes all training activities as required to improve ability and knowledge in performance of work duties.Serves as team player and role model for other employees in the organization; demonstrates a commitment to continuous quality improvement; supports and exhibits organizational core values of caring, respect, integrity, responsibility, high expectations, being customer driven, and valuing diversity.Performs other duties and accepts responsibilities as assigned.PHYSICAL REQUIREMENTS Must have finger dexterity and possess the ability to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, standing, talking, hearing and repetitive motions.Must possess the visual acuity to work with data, statistics and figures, operate a computer and other office equipment, and perform accounting functions, and do extensive research and reading.Must be able to perform medium lifting exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.SPECIAL REQUIREMENTSBackground check with local and state law enforcement agencies required.Must possess the ability to establish and maintain effective working relationships with manufacturers' representatives, departmental and school representatives, and state level representatives.Must possess a valid driver's license to travel to schools and statewide meetings.Must possess IT skills including but not limited to proficient use of computers, the internet and the Microsoft Office Suite.
