Primary duties include but are not limited to billing various funding sources, processing invoices for disbursement, and preparing State and County financial reports.Performs intermediate technical work receiving, sorting, reviewing, correcting and reconciling accounting information, posting data to accounts, disbursing funds, making deposits, preparing reports, and related work as apparent or assigned. Position assignments include the Health and Human Services Finance Division and Public Health Division. Position reports directly to the Finance Manager and when assigned, indirectly to the Public Health Division Director. Hiring salary range is $23.89 to $26.10 per hour with a full range of $23.89 to $30.26 per hour. Minimum Qualifications Education and ExperienceMinimum requirements are:
- Associate's degree in Business, Accounting or a related field
OR A substitution of education and work experience may qualify: Four years of related work experience in Business or Accounting may be substituted for the Associate's degree. AND
- Three years of Accounting related work experience.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Essential FunctionsProcesses disbursements to include check processing; voucher and invoice accuracy/authorization verification; data entry of vouchers and billings; processing of warrants; review of new service arrangements; provider instruction and discrepancy investigation.Processes reimbursements to include review of statistical data for accuracy and accounts receivable entry; prepares and submits claims; performs case management billing; balances disbursements to reimbursements and investigates claims with problems.Performs receipting of funds to include review of remittances advices, check and cash payments from reimbursement sources, generates reports; applies and posts payments; processes monies into receipt system; balances and reconciles funds; makes deposits for account distribution.Trains new and existing staff and providers on computer systems and software; maintains accurate client, vendor and provider database information; assists providers with billing/program issues and develops instructional procedures.Generates reports and participates in budget management to include spreadsheet preparation; assistance in preparation for audits and budgets; download and analysis of budget information; performs manual information entry and changes; ensures proper procedures and guidelines are followed per program.Prepares manual checks; reconciles bank statements; sets up client direct deposit; scans documents for retention purposes.Finance DivisionMaintains Social Welfare Fund for county clients to include receipt, deposit and disbursement verification, research and data entry processing; distribution of interest earned to accounts; issues checks; prepares and distributes reports; maintains client files.Public Health DivisionMonitors Public Health accounts and supports data entry. Compiles documentation for annual audits at the request of leadership. Prepares year end forms, reports and compiles data to complete grant financial documentation, prepares invoices for submission.
