Your Specific Responsibilities:This position is assigned to the Health Information Management Office with the Department of Health in Collier County (DOH-Collier). The incumbent must be able to work with a team and must be able to communicate effectively with clients and representatives from 3rd party insurance companies, Medicaid and Medicare for the verification of insurance and coverage. Additionally, this position serves as a key member of a health information management team responsible for client scheduling, registration, clinic check-in/check-out, fee collection, and other billing functions. Continuously demonstrates the Department's ICARE values. This position reports to the Health Information Manager-SES Medical Billing: Performs billing functions for the DOH-Collier including, but not limited to:
  • Tracks, maintains and monitors HMS billing discrepancies. Researches and corrects billing and coding discrepancies.
  • Provides technical assistance, training and guidance through staff training, and correspondence or via the telephone.
  • Serves on work teams to solve operational and programmatic issues. At least quarterly visits billing hub to address coding and billing issues.
  • Charges entry, collects fees, including co-payments, deductibles, and balances from clients according to the established sliding scales, agency policy or private insurance protocols.
  • Accounts for and documents fees collected according to established policy.
  • Adheres to End of Day (FOO) policies and procedures which includes, but is not limited to, cash drawer maintenance, billing reconciliation and entering chargeable items.
  • Produces Cash Drawer Report and reconciles receipts with refunds. Transport fees according to Cashier policy to be securely kept overnight in the safe.
  • Receives and audits CSR for completeness and accuracy.
  • Reconciles CSR for errors, obtains corrections, and prepares for billing.
  • Generates and reviews unbilled records and provided client services in HMS using HMS Report Portal.
  • Promptly takes corrective action for all billing errors found in course of billing reviews of clinics.
  • Resubmits claims when needed, manually completes claims when necessary.
  • Works as the DOH Collier Liaison with billing HUB to address all claim denials.
  • Reviews the monthly list of clients to be sent to collections to guarantee no payment plan had been stablished between the client and DOH.
Health Information Management: Performs Health Information management functions for the Florida Department of Health in Collier County including, but not limited to: Health Management System (HMS):
  • Makes clinic appointments utilizing HMS Scheduling Module.
  • Registers clients for services in HMS, determines financial eligibility and payment status.
  • Posts services into the services and billing module in HMS.
  • Merges Duplicate Clients in HMS using the monthly duplicate report under System Administrator Module.
  • Incumbent is responsible for updating prices in HMS according to changes in the Fee Schedule and coordinating update of CBR rates with billing Hub each year.
  • Incumbent is responsible for obtaining and updating NDC Vaccine numbers every year.
General Administrative:
  • Makes copies of medical records as requested by authorized personnel including providers and clients.
  • Serves as backup for Health Information Manager in handling Subpoenas and sensitive Requests of PHI.
  • Verifies payment source for each client prior to each visit.
  • Performs cashiering duties for client payment of services.
  • Reviews voicemail and returns messages left into the appointment hotline.
Performs other duties as assigned.Required Knowledge, Skills, and Abilities:
  • Ability to interview clients to obtain both demographic and financial information.
  • Ability to accurately enter data into HMS or comparable client management system, and retrieve information, and use search tools Knowledge of basic office procedures and practices such as alphabetizing files.
  • Knowledge of basic arithmetic
  • Knowledge of medical billing process
  • Skill in the use of computers, specifically Microsoft applications (Word, Excel, Outlook, etc.)
  • Ability to operate basic office equipment including a switchboard phone system, fax machine, copiers, and printers Ability to interact with the public and other DOH staff in a professional, courteous, and effective manner.
  • Ability to organize and maintain filing systems.
  • Ability to communicate effectively with others.
  • Ability to serve a diverse population.
  • Knowledge of and sensitivity to cultural and linguistic competence
  • Ability to work flexible hours to meet needs of department or program.
  • Ability to apply continuous quality Improvement tools and techniques to monitor outcomes and Improve efficiencies.
Qualifications:Required:
  • Fluency in English/Spanish or English/Creole.
  • Valid Driver's license and ability to provide reliable transportation. Lift boxes up to 25 pounds and climb small ladder.
  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man -made or natural.
