This position is independently responsible for the preparation and maintaining the established payroll schedule of all payrolls for the Department's employees, the timely and accurate processing of payroll for OPS employees and for maintaining the necessary payroll journals and reports necessary for appropriate audit trails. A thorough knowledge of the Department's Policies and Procedures relating to Payroll, the Florida Administrative Code, Chapters 60K, 60L, 60M, 60N and 60P, regarding Personnel/Payroll procedures, the Bureau of State Payroll procedures and FLAIR. Due to the highly complex nature of the payroll system and particularly its interface into FLAIR and with the State Comptroller, it is necessary for this position to have an in-depth knowledge of a variety of accounting processes as they relate to payroll.The confidential and sensitive nature of the payroll process mandates that this position be SES.Specific Responsibilities
    • Independently responsible for the timely and accurate processing of all payrolls for the Department. Receives all payroll documents submitted from personnel and all FA-22's and PF-15's from department budget officers, and reviews each for completeness and consistency. Subsequent to this review, inputs each transaction into the payroll system. Contacts the personnel office, budget officers, and other department personnel as necessary to resolve questions and for further information. Calculates and processes an average of 35-40 LWOP payroll overpayments per month.
    • Pre-Audit of all OPS timesheets for approval status in People First.
    • Responsible for requesting, maintaining, and controlling all payroll documents including the payroll registers, salary distribution reports, FA-22's and PF-12's for subsequent review and audit analysis. Assist legislative and federal auditors as necessary in securing necessary information.
    • Process all payroll cash refunds, warrant cancellations and salary overpayments for submission to the State CFO, Bureau of State Payrolls and the coding of the accounting entries for FLAIR input.
    • Distribution of payroll warrants and W-2 forms and maintain security of necessary payroll documents for future reference.
    • Processing of all insurance payments for employees and refunds due to employees and the Department received from Personnel and insure accurate input into FLAIR.
    • Processing of all Division of Retirement invoices and credits on employer contributions for employees' retirement accounts.
    • Processing of unemployment compensation, workers compensation and Division of Retirement payments quarterly and insure accurate input into FLAIR.
    • Prepares monthly certification to Division of Retirement for all retirees and DROP participants.
    • Assist with the year-end certifications for Supplemental Payroll and other related payroll documents.
    • Responsible for updating FLAIR vendor files for changes in employee data to ensure data is correctly entered into FLAIR, either manually or through tape input.
    • Answers inquiries from employees relating to payroll concerns and performs other related assignments as may be necessary.
    • Processing of all leave payments and transferring Federal fund disbursements to correct General Revenue Fund.
    • Performs other related duties as required.
