PURPOSE OF THE POSITIONPerforms professional and highly technical accounting work in accordance with Generally Accepted Governmental Accounting Standards and City policies and procedures maintaining the fiscal records and systems of the City. Works under the general direction of the Finance Director with direct supervision from the Accounting Manager.This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned. ESSENTIAL JOB FUNCTIONS/OTHER JOB FUNCTIONS Prepares monthly, quarterly, interim financial reports and prepares statistical and other special reports; performs special projects as necessary.Collects necessary materials for external auditors; substantiates compilation and analytical review with support documents for auditors.Prepares forecasts, projections, revenue, and cost analysis as required, to include projecting expected results and relationships and compare actual data to expected data through, analyzing, interpreting and explaining the difference.Assist in compiling financial information for federal, state and local grants. Assist grant administrators in reconciling activity line items necessary to comply with grant monitoring, reporting and closeout.Oversees, accounts for, and monitors fixed asset transactions and the fixed asset/capital tracking processes in conformance to mandated accounting standards and City procedures.Maintains historical basis along with the reconciliation to the financial records; prepares capital asset information for GASB 34 year-end financial statements and note disclosures.Complete all forms and journal entries for reconciliations related to capital and depreciation accounts including overseeing annual fixed asset inventory.Assists with customer billings and collections.Provide financial accounting system user configuration support and assist with troubleshooting system enhancements.OTHER JOB FUNCTIONSProvides back up to other related positions.Attends seminars and workshops related to duties and responsibilities. Prepares general correspondence. Participate in departmental cross-training initiatives to assist and train other city staff with day-to-day financial procedures and policies impacting accounting operations.Performs other duties as assigned. MINIMUM QUALIFICATIONS/SPECIAL REQUIREMENTS Graduation from an accredited four-year college or university with a degree in accounting, finance, business, public administration, or a closely related field; and at least three (3) years or more of progressively responsible government accounting or finance work, or any equivalent combination of education and experience.Possess and maintain a valid Florida Drivers' License.Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor. CRITICAL SKILLS/EXPERTISE Thorough knowledge of current governmental accounting theory, principles, and practices; considerable knowledge of internal control procedures and management information systems; considerable knowledge of capital, fixed asset; considerable office automation and computerized financial applications; some knowledge of public finance and fiscal planning; knowledge of budgetary, accounting and reporting systems.Proficient in the use of personal computers and electronic data entry to include the internet and automated spreadsheet/word processing applications.Ability to prepare and analyze complex financial reports with or without specific direction, to include interpreting data and formulating recommendations for review by supervisor; ability to maintain efficient and effective financial systems and procedures; ability to accurately account for city funds; ability to establish and maintain effective working relationships with employees, City Officials, and financial institutions; and ability to communicate effectively orally and in writing; ability to be organized with a strong orientation to detail/quality work and a high level of follow-through.Knowledge and familiarity with Tyler Technologies' Munis ERP program a plus.City of Maitland offers a comprehensive benefits packages to full-time employees.
