Starting Salary For Position Is $73,042.45 - $116,867.92 Annually Dependent On Qualifications JOB SUMMARY: Under general direction, performs professional accounting and auditing work in major segments of the city's fiscal operations. The incumbent participates in the preparation of the annual city financial statements and state reports; analyzes revenues, expenditures, balance sheet accounts and their consolidation into budget and financial reports. Work is reviewed through periodic external audits and written reports upon completion of assignments for adherence to established policies and procedures. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: Plans, organizes, reviews and maintains complete sets of general and revenue ledgers, appropriations expenditure and capital projects ledgers; and in the preparation of complex financial statements and related reports. Analyzes revenues, expenditures, and balance sheet accounts and their consolidation into budget status and financial reports; reviews payables and appropriations for materials and services and ensures that sufficient funds are authorized and available. Reviews and approves requisitions invoices, pay applications, POs and direct payment vouchers and processes applicable expenses/payables items in accordance with generally accepted accounting principles and/or city policies; reviews and approves payrolls. May be responsible for updating and maintaining the internal DCM budget tracker with Directors in coordination with budget staff. Prepares and assists in audits and financial reporting as needed. Prepares grant reimbursement requests, grant reports, and other grant specific accounting services. Assists in gathering information needed in the preparation of the annual budget and financial statements. May prepare all or portions of the A/L budget review report, ACFR, and accounting management reports; reviews federal cash transaction reports and other pertinent reports prepared by other staff accountants. May assist in auditing construction related owner Direct Purchase orders with Department and Procurement staff. May confer with Risk Management Department on casualty insurance; may review actuarial reports and prepare financial statements for the self-insurance program. CERTIFICATES, LICENSES, REGISTRATIONS : Valid Drivers License: With proof of automobile insurance Background Check: Must have an acceptable background record Driving Abstract: Must have an acceptable driving record KNOWLEDGE, SKILLS, ABILITIES: Knowledge of principles and practices of governmental and construction accounting including general and special revenue, debt service, capital projects, enterprise, internal service, expendable and non-expendable trust and agency fund accounting; budgeting, purchasing, taxation and allied systems and records. Knowledge of modern business office practices and procedures, computerized accounting systems, equipment, and standard clerical techniques as applied to the maintenance of multiple governmental accounting systems involving a large number of transactions. Knowledge of the principles and techniques applicable to the conduct of audits of governmental operations. Ability to apply professional accounting principles, financial reporting standards, knowledge and skills to the maintenance and preparation of complex sets of fiscal and accounting records, reports and financial statements. Ability to perform detailed work involving written and numerical data. Ability to make arithmetic calculations rapidly and accurately. Ability to communicate effectively, both orally and in writing. Ability to interpret and apply accepted guidelines to a variety of accounting operations. Ability to establish and maintain effective working relationships with other employees, subordinate personnel and the public. Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts. Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work.
