City of Columbia CityJOB DESCRIPTIONPOSITION: Accounting Clerk/Court ClerkGENERAL PURPOSEPerforms a variety of routine and semi-skilled bookkeeping and accounting tasks andserves as municipal court clerk. Tasks include a variety of bookkeeping tasksinvolved in water and sewer utility billing. Performs secretarial and clerical services;reconciliations and bank deposits. Tasks may include accounts payable, payroll andrelated reports; maintenance of payroll files. Performs related work as required.DISTINGUISHING FEATURES OF THE CLASSAn employee in this classification performs routine and semi-skilled bookkeeping andaccounting work. Work may involve considerable contact with the general public. Anemployee in this position must possess the ability to exercise sound independentjudgment and is expected to work independently, but may refer exceptional situationsto the appropriate authority.SUPERVISION RECEIVEDWorks under the direct supervision of City Administrator.SUPERVISION EXERCISEDSupervision is not normally a responsibility of positions in this classification.ESSENTIAL DUTIES AND RESPONSIBILITIES1. Maintains water and sewer utility billing records; initiates necessary actionregarding bills and payments, service problems, disconnects and reconnectsof utility service, etc.2. Maintains office files; cashiers and keeps records of cash receipts; completesbank and cash account reconciliations; prepares and makes bank deposits;balances receipts to deposits.3. Serves as clerk to the Municipal Court; attends court session, prepares andmaintains court docket, files citations, tracks activity, prepares documents asnecessary, maintains financial records, requests records for the court asneeded, schedules court hearings, and completes necessary reports.4. Establishes record keeping systems; compiles financial and statisticalinformation.5. Assists with audit preparation and may work closely with the auditor duringaudit fieldwork.6. May prepare payroll, maintain payroll records, and prepare related reports.7. May prepare accounts payable, maintain records relating to accounts payable,and complete related reports.8. The omission of specific statements of duties doesnot exclude them from the position if the work is similar, related or a logicalassignment to the position.PERIPHERAL DUTIESMay serve on a variety of employee committees or assist with other regular officeduties as required.EXPERIENCERequires minimum of two years experience with computer applications for financeactivities and computer networks; preference given to experience in governmentalaccounting work.EDUCATION AND/OR TRAININGMinimum High School graduate or equivalent education; preference given toAssociates or Bachelor's Degree in related field. Combination of equivalentexperience and education may substitute.KNOWLEDGE OFKnowledge of general office practices and procedures and techniques; recordkeeping practices; filing systems; appropriate cash handling procedures; recordkeeping practices used in the maintenance of accounts receivable/payable/payroll.Skill in the operation of standard office equipment and computer applications,including networks. Ability to properly record and document financial transactions;deal effectively with frequent interruptions; establish and maintain effective workingrelationships with employees and the general public; clarify information, resolvediscrepancies, and explain accounting policies to other employees, vendors, or agencies; meet and deal with the public courteously and tactfully, establish prioritiesand organize workload; organize, file and retrieve materials and documents;communicate effectively both verbally and in writing; work with limited supervision anduse independent judgement in making decisions; interpret governing laws, codes andregulations; understand and follow oral and written instructions, learn clerical tasksreadily, and adhere to prescribed departmental routines and policies.SKILL IN AND ABILITY TOOperate standard office equipment, including computer applications. Completebookkeeping and accounting tasks and assist in the preparation of financialstatements, annual financial reports and budget document. Properly record anddocument financial transactions. Deal effectively with frequent interruptions.Establish and maintain effective working relationships with employees and thegeneral public. Clarify information, resolve discrepancies, and explain accountingpolicies to other employees, vendors, or agencies. Meet and deal with the publiccourteously and tactfully. Establish priorities and organize workload. Organize, fileand retrieve materials and documents. Communicate effectively both verbally and inwriting. Work independently with limited supervision, and use independent judgementin making decisions; interpret governing laws, codes and regulations. Must be able tounderstand and follow oral and written instructions, learn clerical tasks readily, andadhere to prescribed departmental routines and policies.ESSENTIAL FUNCTIONSMust be able to demonstrate: ability to type 40 words per minute; basic knowledge ofcomputer operations including word processing, spreadsheet programs and computernetworks; ability to rapidly and accurately operate a 10-key calculator and usecommon office equipment; pleasant telephone skills; knowledge of principles andmethods used in finance and banking.WORK ENVIRONMENTThe work environment characteristics described here are representative of those anemployee encounters while performing the essential functions of this job.
