Johnston County Department of Social Services has an immediate opening for an Accounting Tech II. Duties and Responsibilities The primary purpose of this position is ensuring compliance with general statues, managing and processing agency invoices and maintaining accurate account of funds spent and balances in general ledge line items, which requires knowledge of budget procedures and guidelines. This position performs financial, accounting, budgeting and program support duties in support of department operations. Departments include programs in Economic Services, Medicaid, Adult and Children ServicesRegular office work hours are from 8:00am -5:00 pm, but employees are required to work extended hours and or on the weekends to meet the needs of the clients and perform their job duties. This position would have altered hours, when or if the county operated emergency shelters as this is a mandatory duty ofDSS and all staff must participate, as assigned. Other duties include:
  • Perform a variety of fiscal and administrative functions including budget/grants tracking, and accmmts payable/receivable.
  • Uses mathematical techniques to calculate data or solve practical and enters infonnation into various spreadsheets for calculations.
  • Perform maintenance and control of general ledger and accounts performs a variety of bookkeeping activities and inventory control.
  • Assists in providing information for preparation of the annual budget.
  • Responsible for data entry of vendor maintenance changes in the in the system.
  • Communicate both orally and written to other employees including management, vendors and stakeholders.
  • Process travel request for staff and youth in care; complete and issue mileage reimbursement to staff and key them into the agency's accounting system.
  • Provides back up for the payroll function including the review and input of time sheets; generations of checks and payroll reports and records.
  • Ensures proper remittance of federal and state taxes, ensures payment of payroll vendors.
  • Supervises the maintenance and disbursement accounts for the agency including encumbering of purchases, auditing of invoices, preparing vouchers, posting, reconciling, and preparing balances and other necessary reports.
  • Maintains a complete set of general accounting ledgers electronically using the agency's accounting system, control accounts.
  • Manages and maintains accounts receivable records including the preparation of daily reports on collections, posting to general ledger and the taking of trial balances and preparation of billing statements.
  • Independently performs a variety of accounting clerical work in auxiliary bookkeeping functions.
  • Compiles data and prepares statistical reports to assist supervisors in such accounting areas as budgeting or purchasing.
  • Interprets and enforces current fiscal policies and practices for the department.
  • Maintains the foster care payment spreadsheets monthly to include entering initial placements and updating them, review and receive invoices for foster care placements, clothing, summer programs, financial agreements, foster care and adoption stipends and emergency rates.
  • Responsible for maintaining and issuing payments from the foster and or adult wards trust funds.
  • Review weekly and monthly payment reports and reconsolidate payments and issue refunds.
  • Assist with providing financial information for all of audits and monitoring for the department.
  • Request the verification of payments for the child/month's needed.
  • Verifies the amounts on Electronic Fund Transfers; balances to current federal and state reimbursement rates.
  • Receives and reviews State correspondence and reports for general completeness.
  • Purchases agency supplies and equipment, regulates disbursement of same and controls inventory.
  • Provides reports for the Single County audit and state monitoring.
  • Other duties as assigned by the supervisor, Deputy or DSS Director.
  • Employee will be required to perform work duties during emergency/disaster situations as needed.
Knowledge, Skills and Abilities Knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions. Knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures.Knowledge of office methods and procedures. Knowledge of accounting and other software (e.g.: ERP, Excel, Word, Access). Ability to plan, organize, and review the work of subordinate clerical.Ability to maintain effective working relationships with the public and other government employees. Ability to present information clearly and concisely in oral and written form. Ability to interpret and apply laws, regulations, and policies to the maintenance of financial records. Ability to use posting, calculating, or adding machine in recording financial data or making computations. Ability to prepare standard financial statements and reports. Ability to identify and correct routine and recurring financial problems.Ability to verify accounting documents and forms for accuracy and completeness. Desired Education and Experience Associate degree in accounting from an appropriately accredited institution and one year of accounting experience.Or High school diploma or General Educational Development (GED) diploma and three years of experience in accounting work; or equivalent combination of education and experience.Preferred Qualifications:Basic courses in bookkeeping or accounting and three years' experience in bookkeeping or accounting clerical work in an accounting office.
