Job Duties

Serve as a subject matter expert (SME) and provide supplemental support to the Accounts Payable Manager to ensure smooth operations and compliance within the Accounts Payable (A/P) Unit.

Perform advanced financial and analytical duties and review the work of others associated with the timely and accurate processing of A/P transactions per state, federal and agency requirements.

Review and verify vendor invoices, client payments, travel reimbursement requests, and other A/P requests reported in FMS and/or received manually; receive, reconcile and ensure appropriate supporting documentation and management approval is provided to process transactions; follow-up with the end user, requestor and/or relevant party if additional information is needed; assign correct financial codes (e.g., account, organization, project, and task) and payment due dates; prepare journal entries, as needed, to correct problems; track, process and key payment information; and maintain payment records.

Develop, update and maintain numerous allocation tables based on user supplied information within FMS, utilized for certain types of expenditures.

Review and analyze processes, policies and procedures, reports and automated systems for enhancement of the A/P process; assist with testing of internal control procedures; ensure smooth operations in the absence of supervisor; coordinate efforts with internal and external contacts to facilitate the prompt and accurate processing of payment transactions; and respond to requests for information timely and professionally.

Minimum Qualifications

Considerable knowledge of generally accepted accounting principles; internal control practices and procedures; A/P and travel requirements; and federal and state laws, rules and regulations (e.g.,DOA and CAPP manual).

Strong customer service, organizational, oral and written communication, and computer skills (using automated accounting systems, personal computer and related software [Microsoft Word and Excel]).

Demonstrated ability to perform detailed, accounting work; analyze, reconcile, code, post, and process financial transactions; update and maintain automated and manual records; track and report account information; conduct research; interpret, recommend and apply policies and procedures; and prepare financial reports and spreadsheets.

Additional Considerations

Education, training, and/or experience related to accounting, business, finance or related field.

Knowledge of the CAPP manual and GAAP, and Cardinal Financial and/or Oracle Financial systems.

Experience working with State A/P processes and procedures and using financial systems (e.g., Cardinal, and/or Oracle Financial).
