This position is responsible for performing administrative work in coordinating the various programs in the City designed to accomplish the implementation of and compliance with the Americans With Disabilities Act (ADA). Work involves providing technical background and assistance to ensure that City programs and facilities are in compliance with ADA; and to ensure compliance and other related federal and state laws and regulations that apply to state and local government; collaborate with management to develop plans and budgets for projects; and interact with City staff and the public to develop an interactive process to address ADA Title II compliance. Monitor the Capital Budget to ensure that funds are used to provide physical and programmatic accessibility throughout the City; and to provide technical background and assistance in the resolution of complaints concerning compliance with ADA. Works with City Council, community members, commissions, and staff to clarify City responsibilities pertaining to disability accommodations, modifications, and coordinates the training of City staff to ensure that access, modifications, and accommodations within City facilities, programs, and services comply with the Americans with Disabilities Act. Develop and maintain policies to ensure full programmatic and communication accessibility to persons with disabilities. Monitors the Capital spending to ensure that funds are used to provide physical and programmatic accessibility throughout the City, and to provide technical background and assistance in the resolution of complaints concerning compliance with the ADA.

* Review current information and attend training courses to remain aware of new interpretation of the ADA.

* Respond to inquiries regarding ADA, providing information to other employees about ADA and updating ADA information in the city's website.

* Serves as primary point of contact for the public regarding concerns and inquiries on ADA issues. Prioritizes public inquiries, complaints, and modification requests. Ensures appropriate processes are in place to provide for the prompt and equitable resolution of complaints and inquiries from the public regarding disability and modification requests. Maintains a record of all requests, issues, and resolutions regarding modification and accommodation requests.

* Coordinate with the City public information personnel to ensure that publications, notices and meetings accommodate the disabled community.

* Work with City departments to ensure that their programs meet construction guidelines under the ADA.

* Develops, coordinates, facilitates, leads ADA and disability awareness training for staff relating to accessibility for and inclusion of people with disabilities, rights and responsibilities, meeting guidelines, reasonable accommodation, and resources and policies.

* Monitor any construction or modifications of City buildings and facilities to ensure compliance with ADA.

* Review facility lease agreements to ensure accessibility in compliance with ADA.

* Advise the Human Resources Department and operating departments on cases involving Title I of the ADA.

* Develops and maintains productive working relationships with City staff, and community members and stakeholders such as organizations representing individuals with disabilities. Participates in community outreach and attending meetings of organizations representing people with disabilities.

* Serves as primary liaison with relevant state and federal agencies, as well as ADA coordinators of other municipalities and institutions.

* Works with City Council, City staff and local disability advocacy groups to clarify City responsibilities and opportunities pertaining to services, programs, facility accessibility, modifications, and accommodations.

* Works with City's Mayor and Council and City administration to look beyond city-owned and operated programs/facilities to assist individuals and private companies regarding accessibility issues and compliance

* Act as facilitator in complaint resolution under Title II of ADA.

* Monitor ADA funding requests to ensure expenditures are appropriate.

* Performs other duties as required.

Bachelor's degree in architecture, public administration, planning, construction management, or closely related field from an accredited university or college; three (3) years of progressively responsible, administrative experience in regulatory compliance work with a strong emphasis on accessibility, which should include experience working with disabled individuals, to ensure access in areas such as employment, public accommodations, transportation, and communications.

* Knowledge of City, State and Federal laws, ordinances and codes related to discrimination.

* Thorough knowledge of the content and provisions of the ADA, local, state, and federal regulations pertaining to accessibility by the disabled.

* Thorough knowledge of the Americans with Disabilities Act (ADA).

* Thorough knowledge of construction, equipment, and workstation modifications which may be employed to provide accessibility and reasonable accommodation to employees and the public.

* Considerable knowledge of the City Capital Budget process.

* Ability to facilitate the resolutions of employee grievances and public complaints relative to ADA.

* Ability to communicate effectively both verbally and in writing.

* Ability to compile and analyze information.

* Ability to secure the cooperation of others, exercising tact and maintaining confidentiality.

* Ability to develop and maintain a good working relationship with other City departments, County, State and other outside agencies.

* Ability to coordinate and administer programs and projects independently and meet reporting requirements in a timely manner.

Phyiscal Demands:

The work is sedentary work, which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

* While there's a standard amount of typing of documents and email, the job is mostly about talking to and interacting with people.
