Salary : $49,163.93 - $81,120.48 Annually Location : County of Culpeper, VA Job Type: Full Time Job Number: 4210-2024-0819 Department: Environmental Services Opening Date: 08/19/2024 Closing Date: Continuous FLSA: Non-Exempt Job Summary Performs a variety of administrative, budgetary, procurement, customer service, clerical support and planning and research functions for the Environmental Services, Buildings and Grounds, and Water and Sewer Departments. Budgetary functions include preparing yearly budgets and financial records, cost accounting for Environmental Services Departments, monitoring expenditures, and processing accounts payable and receivable. Job FunctionsEssential FunctionsFacilities Management -General Property
  • Support to Maintenance Manager and field staff
  • Review, acquire quotes, order equipment, parts, service for replacement/maintenance of properties
  • Budget maintenance on regular basis; preparation of budgets for future fiscal years
  • Cost analysis of operations
  • Review and preparation of invoices for payment
  • Maintenance and initial set up of utilities for all facilities
  • Preparation and maintenance of billing to customers for leased facilities
Environmental Services (Landfill & Convenience Centers, Recycling)
  • Support to field staff
  • Preparation and maintenance of billing to customers for landfill accounts
  • Customer service for landfill, convenience center and recycling locations
  • Review, acquire quotes, order equipment for maintenance, replacement, parts, service of properties
  • Review and preparation of invoices for payment
  • Budget maintenance on regular basis; preparation of budgets for future fiscal years
  • Cost analysis of operations
  • Maintenance of grant funding
Water/Wastewater
  • Process water/sewer billing for approx. 500 customers; collect & review meter reads prior to billing
  • Customer service for existing and new water/sewer customers
  • Monitor and assist with detecting and trouble shooting water leaks
  • Support to Water/Wastewater staff
  • Review, acquire quotes, order equipment for maintenance, replacement, parts, service of properties
  • Review and preparation of invoices for payment
  • Cost analysis of operations
  • Budget maintenance on regular basis; preparation of budgets for future fiscal years
Administrative Support
  • Reception duties - Meet and greet visitors
  • Answer phones
  • Supply ordering
  • Payroll timesheet review/approval for all departments
  • Credit card reconciliation and review/approval for payment for all department employees
  • Clerical duties (correspondence, file, mail, etc.)
  • General administrative support to department staff
Non-Essential Functions

    Minimum Qualifications & Experience Education and experience equivalent to an Associate's Degree in business administration, accounting or public administration with two years experience, or five (5) years previous experience in customer service, office management, and accounting. COUNTY OF CULPEPER BENEFITS There are a wide variety of benefits available to full time employees. These benefits include medical, dental, retirement, life insurance, optional life and disability insurance plans, flexible spending accounts, and a deferred compensation program. RETIREMENT As a condition of full time employment, each individual is enrolled in a retirement plan with the Virginia Retirement System that provides a monthly benefit to all retirees for life. VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plans are defined benefit plans. The VRS Hybrid plan consists of both a defined benefit plan and a defined contribution plan. All individuals, as a condition of employment, are required to contribute 5% of their gross salary into their retirement account each month. LIFE INSURANCE The County of Culpeper provides a basic life insurance plan for all eligible employees. The coverage amount is an employee's annual salary, rounded up to the next highest thousand, then multiplied by 2. The County pays 100% of the cost of this benefit. MEDICAL INSURANCE The County provides 2 medical plans that are offered through Anthem; HMO & HSA. Both provide various benefits to meet anyone's needs. Health Keepers (HMO) Lumenos HSA (PPO) DENTAL INSURANCE The County offers three comprehensive dental plans for employees and their eligible dependents. HOLIDAY/VACATION/SICK ACCRUALS The County offers 13 paid holidays per year. Vacation and sick accrual depend on the agency, office or department in which an individual is employed. PAY FOR PERFORMANCE The County currently utilizes a merit pay system to determine employee salary increases. SHORT TERM DISABILITY The County offers basic income protection through Anthem in the event an employee is unable to perform the essential functions of his or her position. Employees are paid 60% of their gross salary up to 76 days after a 14 calendar day waiting period is met. There is a 7 day waiting period for employees who are covered under the VRS Hybrid plan. LONG TERM DISABILITY The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. Employees are paid 50% of their monthly salary. This coverage is provided for a nominal cost to employees covered under VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plan. This coverage is provided at no cost to all employees covered under the VRS Hybrid plan. VOLUNTARY INSURANCE PROGRAM The County offers voluntary insurance programs through a variety of insurance carriers. These include: Personal Accident Indemnity Plan Cancer Plan Whole Life Insurance Critical Illness Plans FLEXIBLE SPENDING ACCOUNT The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental or vision expenses not covered by the benefit plans. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually. DEPENDENT CARE ASSISTANCE PROGRAM The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually. DEFERRED COMPENSATION The County offers a 457 through Nationwide as another alternative to set aside money for retirement. WELLNESS PROGRAMS All eligible employees and their dependents are able to receive a flu shot each year.
