Job Location : Toledo,OH, USA
Under the direction and supervision of the Legal & Administrative Program Manager/Administrator or designee; staff in this position act as representatives of this Agency in the capacity of conducting administrative hearings, managing the Reduction of Permanently Assigned Arrears ( ROPAA ) program, and other projects as assigned.
ESSENTIAL FUNCTIONS
* Responds to questions from Agency personnel regarding the proper application of the Ohio Child Support Guidelines.
* Conducts administrative hearings on Review and Adjustment, Lump Sum Orders, Account Correction, Forgiveness, FIDM, Termination, Default, Suspension and Medical mistake of fact hearings and other duties as determined by the Legal & Administrative Program Manager/Administrator or designee.
* Issue administrative orders.
* Prepares and submits required written reports, decisions, orders, and notices resulting from the administrative hearing process.
* Represents the Agency and conducts state hearings; completes appeal summaries; submits proper documentation; then ensures compliance with hearing decisions.
* Verify on IPHIS (State of Ohio Integrated Perinatal Health Information System) for changes in birth records.
* Signs affidavit recissions.
* May prepare and process redirection orders.
* Explains, makes referrals, and schedules mediation meetings.
* Reviews and makes recommendations to Ohio Child Support ( OCS ) for Reduction of Permanently Assigned Arrearage agreements.
* Remains a neutral party.
* Attends meetings with CSEA staff, court staff, and other persons as required.
* Works closely with all departments to ensure proper interpretation and implementation of orders.
* Works closely with the various administrative units of the Agency.
* Some travel required with possible overnight stays.
* Complies with the Collective Bargaining Agreement and all other relevant work rules, standards, and the rules of the Lucas County Board of Commissioners.
* Attends and participates in all mandatory meetings, training sessions, or classes.
* Responsible for training and orientation of new staff and as needed.
* Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
* Successful completion of a Bachelor's degree from an accredited college or university. Agency experience beyond ten (10) years may be considered in lieu of a degree.
* Documented experience in investigation or administration in the field of child support.
* Must meet the requirements as specified in OAC 5101:12-30-25, including, but not limited to: being a notary public, possess ability to research, analyze and apply applicable laws and administrative practices/procedures, have no personal or professional interest that conflicts with the ability to be objective and be able to conduct hearings that are subject to judicial review. Must have or be willing to obtain an Ohio CSEA Directors' Association Hearing Officer Accreditation Certificate.
