This position will review expenditure accounts and run financial reports within NCFS (North Carolina Financial System), track all WIC and CACFP grants, prepare reclasses, approve grant coding/invoicing, and troubleshoot accounting actions when needed. The successful candidate will assist with internal controls and in creating Standard Operating Procedures on fiscal matters. In addition, this position will assist, as needed, with accounts payable, contracts, procurements, reporting, and running monthly reports in financial information systems. About the Division of Child and Family Well-Being and the Community Nutrition Services Section (CNSS): This position is located within the Community Nutrition Services Section (CNSS) of the Division of Child and Family Well-Being, Operations Unit. The Division of Child and Family Well-Being is a new division at the NC Department of Health and Human Services (NCDHHS) that focuses on supporting whole child and family health and well-being for North Carolinians with several sections, including the Community Nutrition Services Section where this position is located. CNSS manages several nutrition programs that are federally funded, including the Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the Child and Adult Care Food Program (CACFP). This position requires a comprehensive understanding of State and Federal requirements for all program areas. The WIC Program is a domestic discretionary program and operates under one set of federal regulations for financial management. The CACFP is an entitlement program and operates under a different set of federal regulations for financial management. In addition, the Farmers Market Nutrition Program (FMNP) and the Breastfeeding Peer Counselor program (BFPC) have unique reporting requirements, including a state match requirement for FMNP. There are many federal requirements tied to each of these large and complex federal programs. The branch budget is approximately $380,000,000, includes multiple funding sources. Nutrition Services is heavily audited by USDA (both fiscally and programmatically), State Audit, Internal Audit (programmatic, financial and information systems), and formula manufacturers.
