The Broward County Board of County Commissioners is seeking qualified candidates for the position of Administrative Officer to support administrative and business functions within the Natural Resources Division. The Division is seeking a knowledgeable professional to assist with responsibilities in the following areas: Finance, Administration, Procurement, Human Resources and Contract Management.

This position requires extensive knowledge and experience in performing a variety of administrative duties. Additionally, this position plays an active role in project oversight and management of projects and processes critical to the Division's successful accomplishment and achievement of County Commission and Department goals and objectives.

General Description Complex and varied administrative work providing professional level assistance directly to a high level executive. Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field. (One year of relevant experience may be substituted for each year of required education.) Requires two (2) years of administrative experience working with high level executives including two (2) years of supervisory experience depending on area of assignment.

Special Certifications and Licenses None. Preferences Masters Degree closely related field. Project Management Certification Administrative Professional Certification One (1) year of experience working in a financial and accounting software system similar to PeopleSoft. One (1) year of experience as a payroll liaison. One (1) year of experience working with in a human resources software similar to Peoplesoft HR or Online Recruitment System (ORS). One (1) year of experience processing public records requests. One (1) year of experience processing public sector procurements. DUTIES AND RESPONSIBILITIES The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Administrative position to support administrative and business functions within the Natural Resources Division. Job functions will include, but are not limited to: Administration: Work with internal County agencies to assist with inquiries and directly coordinate tracking of Division administrative processes including Public Records Requests. Prepare Standard Operating Procedures to help advance standardized practices across the Division. Financial: Aid in researching errors and issues within PeopleSoft Financials, review and prepare monthly reconciliations of section budgets against purchases as requested; process revenue received and advance payment processes for established vendors. Assist immediate supervisor and managers in the annual budget preparation processes and fiscal year end processes. Serve as primary Travel Coordinator for the Division. Procurement: Submit quote requests through Bonfire. Ensure active management and advancement of purchasing documents for the Division. Coordinate with the administrative team and program managers for procurement using a purchasing card. Serve as the lead liaison in resolving issues with purchasing. Track the status of all requisitions and purchase orders, encumbrances, and contract expiration dates (for close out/rebid) and ensure timely payment processing. Human Resources: Directly coordinate tracking of training requirements, recruitments, position classification/reclassifications and PeopleSoft HR processes to ensure timely advancement through established processes. Onboard and Offboard employees. Serve as primary Payroll Liaison. Process employee FMLA requests. Contract Management: Provide Division contract oversight, to include monitoring, reporting, closeout processing, and contact updates in County systems. Asset Management: Directly coordinate tracking of Division inventories and purchases of new inventories.

Composes correspondence and memorandums; arranges conferences; interprets administrative policies; relays instructions and policy and procedural decisions; acts for supervisor on routine matters; represents supervisor at conferences and meetings, including contacts with outside agencies.

Assists in identifying problems or factors inhibiting the effective accomplishment of agency goals and objectives; assists in determining requirements and scope of necessary study in light of objectives and problems to be solved; collects and analyzes data; develops alternatives and makes specific recommendations to superior; may assist in implementation of recommendations.

Acquires and disseminates information concerning work methods and procedures, organization, work controls and similar management functions; studies actual and potential problems and recommends appropriate solutions; conducts fact-finding interviews, observes operations, consults with and explains to management recommendations made for changes in work operations and other key actions proposed.

Assists in preparing a variety of written documents including study plans, special and regular reports, systems and organizational analyses and work flow charts; assists in preparing drafts of rules and regulations pertinent to the particular area assigned.

May supervise and/or participate in the formulation, preparation and control of the agency budget.

May be assigned to direct various phases of agency administrative operations. Performs related work as assigned.

WORK ENVIRONMENT Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
