Job Description
Basic Purpose
Assist Facility Management Specialist in managing Camp Gruber facilities for use by training units. Assist in building inspections to ensure that the maintenance and repair of current real property is being accomplished in accordance with Oklahoma Military Department guidance. Work with training units to respond to facility issues and maintain operational status while occupied. Coordinate and schedule facilities with training units when the Facility Management Specialist is unavailable. Manage, supervise, and collect all utility receipts and forward to OMD for payment.

Typical Functions
* Building Management: Assist Facility Management Specialist in managing, scheduling, and directing the operations, maintenance and repair, rehabilitation, and improvements to Camp Gruber facilities. Assist in conducting weekly building inspections to ensure that the maintenance and repair of current real property is being accomplished in accordance with Oklahoma Military Department guidance. Ensure that all calls from customers are responded to within fifteen minutes during the duty day and within an hour during on-call situations and addressed with a plan of action immediately for emergent repairs and within three business days for non-emergent
repairs. Emergent problems consist of anything that renders a facility unusable.
* Building Scheduling: Coordinate and issue all transient Facilities for all Camp Gruber Customers using the RFMSS System. Maintain the buildings in good working order for using units and customers of Camp Gruber Training Center. Ensure required maintenance and repairs are accomplished with the use of the PRIDE Maintenance module work order system. Ensure all issuable buildings are issued and turned in as clean, useable facilities with no major deficiencies that would not allow them to be checked out.
* Energy Management: Assists in the energy management (EM) program for the Camp Gruber. Assist with the planning and programming needs for updating the EM system. Advises the Facility Management Specialist of deficiencies or additional requirements. Ensures all occupied buildings are properly occupied in the EM system to ensure customers are taken care of.
* Building Asset Management: Control, coordinate and maintain transient building assets to ensure facilities are fully functional to meet mission requirements. Maintain full accountability of building assets and be able to adjust and move assets between facilities at Camp Gruber as needed, while ensuring health and safety standards are met.
* Installation Status Report (ISR): Assists with ISR evaluations on all Camp Gruber facilities for Infrastructure, Services and Mission Capacity. Coordinates with CFMO ISR Manager to ensure all ISR is input and validated.
Level Descriptor
At this level employees are assigned responsibilities involving the direction or management of a major program, division, unit or function which is of moderate size and scope or perform professional level work involving program supervision, development, coordination, or implementation with responsibility for a major phase of a program which is large in size and scope. Responsibilities may include serving as an operating program manager assigned administrative, staff, or program responsibilities, performing functions in the areas of program management and development, providing guidance for operations and services, performing program planning, development and evaluation activities, and organizing and coordinating program services and activities. Incumbents will be expected to perform assigned duties at all levels of complexity and will provide guidance, supervision and training to assigned staff.
Education and Experience
Bachelor's degree and three (3) years of professional experience in business or public administration; or an equivalent combination of education and experience, substituting one year of technical administrative* experience for each year of the required bachelor's degree. One year of technical administrative* experience may also be substituted for one year only of the required experience. *Technical administrative experience would include highly complex clerical work gained under the direct supervision of a professional supervisor or manager.

Knowledge, Skills and Abilities required at this level include knowledge of the methods of organization and management; of public administration; of agency policies and procedures; of contract program requirements; of federal and state laws and regulations relating to administration of assigned programs; and of supervisory principles and practices. Ability is required to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to exercise good judgment in analyzing situations and making decisions; and to organize and present facts and opinions.
