We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.Responsibilities This position is in the Intelligence Services Bureau (ISB), Protectiveand Intelligence Operations, United States Capitol Police (USCP). The primary mission of the USCP is to protectlife and property; prevent, detect, and investigate criminal acts; and enforcetraffic regulations throughout a large complex of congressional buildings,parks, and thoroughfares. The purpose of this position is to perform the full range of financialand administrative program functions and services includinganalyzing workflow and process issues, budget preparation and execution,managing financial information, and administration of human resourcesactivities for the unit. Researches and evaluates the validity and relevancy of data related toadministrative program functions and provides preliminary consultations andresolutions for administrative program issues and problems. Plans, coordinates, and carries out administrative assignments insupport of the efficiency and effectiveness of the office functions andoperations. Utilizes various analytical tools, methodologies, procedures, workprocesses data sources, and products common to project management; coordinates,and assists with the direction of operation and the flow of information withinthe ISB. Ensures funding and management for the various contracts, systems, and services to support the ISB mission. Oversees the administrative processes related to office space, supplies, equipment, inventory management, and ISB security access. Coordinates ISB office moves, inventory management, and office buildouts/reconfigurations. Assists employees with time and attendance inquiries, verifiesemployees' bi-weekly time and attendance records, hours worked, and overtimeworked, adjusts flexible work schedules, adjusts leave requests, and processesretroactive leave and/or overtime actions as necessary. Functions as an administrative programs' liaison for ISB administrative processes. Fields telephone calls, assists with visitors, deliveries, and resolves other administrative process issues. Analyzes and provides a full range of advisory and liaison services tosupport the administration of a complex budget involving a variety of programand administrative expenses. Purchases andmonitors inventory of office supplies, equipment, and services by use ofGovernment-issued purchase (credit) card as an authorized purchase card holder,up to allowable funding limits. Maintainsfinancial databases and other resources such as cost-benefit analysis andprogram trade-offs and explores alternative methods of funding. Reconciles obligating documents with departmental accounting systemrecords to ensure that expenses are accurately reflected. Specializedexperience consists of: 1) assisting in the preparationof budget estimates and justifications; 2) monitoring and tracking expenditures;3) assisting in acquisition management; 4) providing administrative support toa program or organization in time and attendance, travel, and human resourcesactivities; and 5) assisting in studies of work processes and identifyingproblems and making tentative recommendations.For the CP-09 you must have at least 52 weeks of specialized experience equivalent to the CP-08/GS-10 level that is in or directly related to the line of work of the position to be filled.
