This position performs a variety of administrative functions for the Mental Health Licensure and Certification Section comprised of over 75 employees. The section licenses and regulates 32 different services in two separate branches. The position directly supervises and manages five support staff in the Raleigh office. Administrative Supervisor and their staff are generally the first contact for the public, providers, other government agencies, private organizations, lawyers and other professionals.

Job duties include:

* Supervises staff to ensure their ability to provide a wide range of assistance to providers and the public regarding the Mental Health Licensure and Certification Section.

* Manage processing licensure applications (changes, initials and renewals) and issuing licenses for the entire state.

* Re-evaluates, updates and develops support staff standard operating procedures.

* Orders supplies and equipment and coordinates with Information Systems for bulk purchases (computers, printers, copiers) and equipment inventory.

* Coordinates with the Budget Office and the Controller's office to track fee payments, delinquency of penalties, and determines the subsequent outcome regarding licensure applications.

* Gathers and disseminates information for public record requests, contested case hearings, and Disability Rights North Carolina. The position supervises staff to ensure their ability to provide a wide range of assistance to providers and the public regarding the Mental Health Licensure and Certification Section.

About the Division of Health Service Regulation and the Mental Health Licensure and Certification Section:

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Mental Health Licensure and Certification Section provides regulatory services to mental health, developmental disability, and substance use disorder providers so that they can improve the quality of services they deliver through regulatory compliance; resulting ultimately in safe, quality care, quality of life and safety of residents and citizens who utilize mental health, developmental disability, and substance use disorder services. To receive credit for all of your work history and credentials, you must list the information on the application form. Qualified candidates must document on the application that they possess all of the following:

* Considerable knowledge of office techniques and procedures.

* Experience producing documents in both Microsoft Word and Excel.

* Data entry experience.

* Skills communicating with employees, public, professionals, providers, government agencies and/or other professionals via telephone, face-to-face, and/or email.

PHYSICAL REQUIREMENTS:

* Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

* Close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing; viewing a computer; extensive reading.

MANAGEMENT PREFERENCES:

* Considerable knowledge of effective managerial and supervisory skills and ability to plan and supervise the work of others.

* Knowledge of North Carolina General Statute 122 C and other administrative mental health rule subchapters in 10A North Carolina Administrative Code (NCAC).

* Knowledge of Microsoft Access.

* Experience answering a multi-line phone system.

* Experience ordering and tracking office supplies.

High school diploma or General Educational Development (GED) diploma and four years of progressively responsible administrative/office management experience, including one year as a lead worker;

Equivalent combination of education and experience.
