Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Contracts Department (02), Corporate Enterprise Division 025) or Global Contracts Branch (0221) or Maritime EW & Business Operations Contracts Branch (0243) or Spectrum Non-FAR Branch (0245) of NAVAL SURFACE WARFARE CENTER. The salary range shown above represents all of the positions within the band, including high grade positions. The salary may be limited to a GS-13 Step 10 (currently $137,000). Responsibilities You will serve as Team Lead for Procuring Contracting Officer (PCO) and potential Agreements Officer (AO) in support of NSWC Crane Division Contracts Department Code 02. You will support customers by assisting with FAR and non-FAR acquisition planning, contracting strategy, source selection, discussions/negotiations, and administration of complex contracts. You will lead interdisciplinary teams of experts in engineering, logistics, finance, law, contracting, and other career fields, to provide innovative, best-value solutions to complex contracting problems. You will be responsible and accountable for compliance with federal law and regulation, for schedule and quality, and for customer satisfaction, while protecting the interests of the taxpayer, the Navy, and the Command. You will perform cost and price analysis, and conduct business deals on behalf of the Navy. You will draft executive reports and presentation to, and interface with, Senior Executive Service (SES) members and flag level personnel in government and industry on a regular basis. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 GS-11/12 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting or procurement work developing solicitations and contract documentation through award (e.g. source selection, cost/price analysis, negotiations, contract award) to plan acquisition, contracting, or agreement strategies for large or complex acquisition packages. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.
