CLASS SUMMARY:Under general direction of the Sr. Manager, Airport Operations, the Airport Duty Manager (ADM) performs airport management functions with responsibility for the safe, efficient, and secure operations of the airport complex (airside, terminal, and landside). Maintaining constant awareness of changing conditions, activities, and requirements affecting airport operations. The ADM maximizes safety and security with minimal disruption to airport operations. This includes implementing incident management processes to ensure effective management of small, medium and large-scale incidents. This position is an integral part of decision making and crisis management during regular business hours and serves as the ranking staff member on property during off hours. The airport Executive team will rely on this person to make decisions and give directions in their absence. These positions require working rotating shifts in a 24x7 operation including nights, weekends, and holidays.ESSENTIAL DUTIES:This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
  • Serves in the Incident Command System and the Emergency Operations Center during emergency events.
  • Operates with considerable independence, requiring the exercise of sound judgment and initiative.
  • Proactively monitors changing conditions affecting airport operations and implements incident management processes as required to minimize impacts.
  • Consults with representatives of air carriers, tenants, concessionaires, and Airports Authority personnel to provide assistance and guidance in resolving Airport operations situations and emergencies to ensure effective response and recovery.
  • Assists with management and ensures the proper use of the Airport's Notification Systems.
  • Conducts daily operations briefings with airport departments and stakeholders to advise of known irregular operations to plan and lead contingency plans.
  • Ensures daily briefings and operational shift reports are compiled correctly and submitted daily.
  • Proficiency of:
    • TSA 1542 and the Airport Security Program (ASP). Ensuring compliance with airport security policies (non law enforcement), escalating issues to airport police as required.
    • FAA regulations (including Part 139 and Part 77) and Airport Certification Manual (ACM). Working with Airport Operations to ensure compliance with safety standards and regulations.
    • Knowledge of all environmental guidelines and regulations including the Storm Water Pollution Protection (SWPP) Program for the Airport as well as the applicable SPCC plans.
  • Monitors, inspects, and documents problems, discrepancies and non-complying conditions concerning Part 139, Part 1542, and tenant activities to appropriate parties and reports for follow-up actions, monitors progress for corrections, determines severity of discrepancies and priority for corrective actions. Consults with appropriate departments as necessary.
  • Responsible for coordinating and communicating functions of CVG AA Snow and Ice Control Plan and performs various functions to ensure safe operations.
  • Coordinates, in conjunction with CVG AA departments all airport operational activities within airfield, terminal, and landside environments
  • Ensures that plans and procedures (SOPs) are accurate, implementable, and well communicated among the airport, airlines, tenants, and other key stakeholders.
  • Works in a regularly scheduled shift work and unscheduled after hours work and is subject to emergency re-call as part of routine duties.
  • Coordinates special events, VIP's, and charter operations.
  • Evaluates performance of responsible areas through the review of work methods, procedures, and results.
  • Provides input to assist in the development of the annual departmental budgets.
  • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management ensuring KCAB's interests are represented in any business activities regarding the agreement.
  • Supervises Airport Operations Agents/Leads providing feedback, performing evaluations, professional development, and delegation and review of assigned work. Provides feedback to Airport Operations management on performance of required job functions.
  • Serves as a member of KCAB's Covered Entity and is responsible for ensuring the privacy and security of Protected Health Information in accordance with the Health Insurance Portability and Accountability Act and KCAB Policy 1040.
  • Participates in department hiring processes.
  • Is assigned one or more collateral areas/duties on a continuing basis.
  • Performs other duties of a similar nature and level as assigned.
TRAINING AND EXPERIENCE: Bachelor's degree in a related field to the area of assignment and four years of management experience in airport or airline airport operations or other related airport management field.Minimum two years of experience in a supervisory capacity; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.LICENSING/CERTIFICATIONS:
  • Maintain Security Identification Display Area Clearance (SIDA)
  • Obtain and maintain position appropriate NIMS & emergency training.
  • ASOS Basic and Advanced
  • OSHA 30 hour
  • Maintain ramp and movement area driving privileges.
KNOWLEDGE OF:
  • Airport safety and security regulations (e.g. 49 CFR Parts 1542, 139) and skill in applying them to conduct safety and security inspections and investigations, ensuring airport security and safety procedures are current.
  • Participation in, or knowledge of the following: Federal Aviation Administration (FAA) airport certification, airport or airline security program, recurring airport or airline disaster. Emergency exercises, or the monitoring and coordination of airport construction and maintenance operations.
  • Airport operations, to include navigational and unusual airport operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.
  • Management techniques with the ability to make detailed analyses of data and information and make recommendations.
  • Airport operations, policies and procedures.
SKILL IN:
  • Team leadership, directing and managing staff efficiently and effectively.
  • Analyzing complex situations, prioritizing issues, and formulating response plans.
  • Acting decisively under high-pressure situations and using independent judgement.

  • Using a computer and modern office suite software, with emphasis on security access control systems and weather monitoring systems.
  • Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
