General Statement of Duties
PUBLIC WORKS WASTEWATER IS LOOKING TO HIRE AN APPLICATION SYSTEMS ANALYST!
The Application Systems Analyst performs a variety of professional and technical support activities for City applications and systems, regardless of computer platform; including maintenance and enhancement of existing software and hardware applications; analysis, design, and implementation of new software and hardware applications; feasibility and cost benefit analysis; integration of data from various platforms; performance of tests and troubleshooting; and production of system specifications, procedures, and documentation.
DEPENDING UPON THE KNOWLEDGE, SKILLS, AND ABILITIES POSSESSED BY THE SUCCESSFUL APPLICANT, THIS POSITION MAY BE FILLED AS EITHER AN APPLICATIONS SYSTEMS ANALYST 1 OR APPLICATIONS SYSTEMS ANALYST 2.

Examples of Duties Performed - Duties may include but are not limited to the following
Design, develop, and maintain applications using C#, VB, and Angular/PrimeNG within a .NET environment, including web applications deployed on IIS with Active Directory integration.
Utilize Microsoft DevOps tools, including Azure Boards, for project management and collaboration throughout the software development lifecycle.
Analyze user needs and gather requirements for new or enhanced applications. Define project scope and objectives.
Develop and implement data solutions, including database design and ETL processes.
Collaborate with City teams to ensure successful software integration and project success.
Provide technical support and troubleshooting for applications and systems.
Research and recommend hardware/software solutions. Evaluate vendors and stay current with emerging technologies.
Manage projects and effectively communicate project status to stakeholders.
Deliver excellent customer service to users by providing timely and effective assistance to users a positive and respectful attitude.

Application Systems Analyst 1
Minimum Experience:
Three years of progressively responsible experience in server and network administration support related to Information Technology, analysis, design and development of business applications, and programming.
Training:
Requires a bachelors degree from an accredited college or university with course work in computer languages and programming, management of information systems, or a closely related field.
An example of an equivalent combination of knowledge, skills, education, and experience would be 5 years experience and an associates degree.
Application Systems Analyst 2
Minimum Experience:
Five years of progressively responsible experience in server and network administration support related to Information Technology, analysis, design and development of business applications, and programming.
Training:
Requires a bachelors degree from an accredited college or university in computer languages and programming, management of information systems, or a closely related field.
An example of an equivalent combination of knowledge, skills, education, and experience would be 7 years experience and an associates degree.
The Ideal Candidate will possess the following knowledge, skill, and abilities:
Knowledge of:
+ .NET framework and related technologies (C#, VB, ASP.NET, Angular/PrimeNG). Bonus if familiar with iOS related SWIFT or MAUI.
+ Web server technologies (IIS or similar)
+ Active Directory concepts, interactions, and administration
+ Database design and management (Microsoft SQL Server, data modeling, or similar)
+ Cloud computing platforms (Microsoft Azure preferred)
+ Microsoft DevOps principles and tools (continuous integration, continuous delivery)
+ System analysis and design methodologies (Agile, Waterfall)
+ Project management methodologies and best practices
+ Software/hardware procurement processes and standards
Ability to:
+ Apply a cybersecurity-first mindset in all aspects of work, ensuring the confidentiality, integrity, and availability of systems and data.
+ Self-motivated and proactive with a strong work ethic. Able to identify opportunities for improvement and initiate projects independently.
+ Communicate effectively with technical and non-technical audiences.
+ Create and maintain comprehensive technical documentation, including design specifications, user manuals, and system documentation.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
