The supervisor will join the Aquatics Division and provide professional development to staff, quality programs, and be a leader in the division. Under general supervision, plans, organizes, and supervises one or more program and/or facility areas within a community-wide recreation and leisure services delivery system. Functions and responsibilities expected to be performed may vary by area of assignment.Salary InformationThe salary range for the Recreation Supervisor classification is between $37.65 - $52.98 per hour. The District typically appoints new employees at step 1 of the salary range. Consideration for an appointment higher than step 1 will be based on experience, education, or the need for unique skills or knowledge and shall be no more than the mid-point of the salary range. Duties and ResponsibilitiesThe following duties are intended only as illustrations of the various types of work that may be performed. Each individual in the classification does not necessarily perform all the duties listed. Employees may perform other related duties at an equivalent level as required.
  • Develops, plans, promotes, implements, schedules and evaluates on-going programs, facilities or special events within assigned areas; coordinates co-sponsorship of events with community groups and businesses;
  • Makes recommendations and requests for repairs and improvements of these recreation areas and facilities;
  • Provides courteous and professional service to all facility users, CSD personnel and the public; ensures subordinate staff provides a high degree of service to both internal and external customers; acts as a liaison to the public; answers questions and handles customer complaints not resolved at lower levels;
  • Ensures that all subordinate staff in assigned area are informed of CSD and Department policies, and reports all incidents to superiors in accordance with established policy;
  • Supervises part-time and full-time recreation and facility staff including: recruiting, interviewing and assisting in selecting new employees; training, assigning, planning and reviewing work; conducting performance evaluations of assigned personnel at periodic intervals as required; maintaining standards, coordinating activities, allocating personnel, acting on employee problems, and recommending salary increases; transferring/promotions, discipline and termination;
  • Oversees and directs staff in creating, proofing and distributing class fliers, Activity Guide scripts and news releases;
  • Prepares and monitors Program/Facility budget;
  • Conducts work tasks safely and in compliance with department safety standards and the CSD Injury and Illness Prevention Program;
  • Purchases supplies and equipment in accordance with purchasing procedures;
  • May perform contract management duties;
  • May provide direction to volunteers;
  • Performs various related essential duties as assigned.
QualificationsAny equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be: Education and Training:
  • Bachelor's degree from an accredited college or university in Recreation or other closely related field to the program area(s) assigned;

Experience:
  • Three (3) years of increasingly responsible experience in the recreation, recreation facility, or closely related field including at least one year working in a lead capacity;
Special Requirements:
  • Possession of, or the ability to obtain, First Aid and CPR/AED certification within the first sixty (60) days of employment; certification must be maintained through employment;
  • Must possess a valid California class C driver's license, with a satisfactory driving record as determined by the District insurance carrier, and maintain it throughout employment.
  • Possession of, or the ability to obtain, American Red Cross Lifeguard Training certification within the first sixty (60) days of employment: certification must be maintained through employment.
Knowledge of:
  • Principles and techniques of supervision including training, performance evaluation and discipline;
  • Recreation facility management operations and techniques;
  • Current methods, techniques, principles, and procedures used in good internal and external customer service;
  • General principles of budget preparation and control;
  • Purchasing procedures and inventory control;
  • General procedures for ensuring public safety;
  • A variety of recreational programs such as sports, aquatics, leisure enrichment activities, pre-school, youth programs, camps, special events, etc.,
  • Basic operation of automated office machines;
  • Personal computer operation including currently used programs such as those in the Microsoft Office Suite.
Ability to:
  • Assign, review, plan, coordinate and supervise the work of subordinate employees; provide clear instruction and guidance on a day to day basis and plan schedules;
  • Recommend the transfer, promotion, salary increase, discipline or discharge of staff;
  • Assess the work of employees and write performance evaluations;
  • Promote staff development and motivation;
  • Analyze problems that arise in the areas under supervision and recommend solutions;
  • Understand and apply appropriate principles in budgeting such as tracking revenue and expenditures;
  • Create, implement and evaluate programs and activities within assigned program and/or facility area(s);
  • Communicate effectively with coworkers and the public;
  • Utilize a variety of reference books and manuals including Personnel Handbook, Dictionary, computer manual, Reservation Policies and Activity Guide and a variety of informational documents including time sheets, invoices, correspondence, phone calls, class rosters, job applications, class proposals, rental forms, and rental refunds;
  • Prepare instructor payments, board reports, budget, correspondence, policy drafts, fliers and performance reviews using prescribed format and conforming to all rules of punctuation, grammar, diction and style.
Physical Requirements
  • Mobility: occasional sitting and use of keyboard; frequent standing for long periods of time; frequent walking, standing, bending, stooping, squatting, kneeling, climbing ladders, crawling and twisting, while performing field work; frequent pushing, pulling or lifting objects of twenty-five (25) pounds frequently and up to thirty-five (35) pounds occasionally while loading supplies, equipment, and assisting with the set up of sports and/or special events;
  • Vision: constant use of overall vision; frequent computer use; occasional color and depth vision;
  • Dexterity: frequent repetitive motion; frequent writing and typing; frequent grasping, holding and reaching; frequent operation of hand tools, clerical, and special event and/or sports equipment;
  • Hearing/Talking: frequent hearing and talking in person and on the phone or radio;
  • Emotional/Psychological: frequent decision making and concentration, frequent public and/or coworker contact; occasionally works alone;
  • Driving: ability to use fine and gross motor coordination for driving a variety of vehicles and equipment such as, but not limited to, car, pick-up, and equipment trailer.
Typical Working ConditionsWork is typically performed in an indoor office environment. Occasional work is performed outside in various types of weather; Incumbents may be exposed to noise, moisture, dust, vibrations, heat, cold, and moisture. Work may require travel to and from off-site locations throughout the District.
