Job Duties
The Hampton Roads District has an exciting opportunity for an Area Construction Engineer (ACE) to be responsible for large, complex, and challenging transportation projects. The ideal candidate will have comprehensive transportation construction experience in large and complex design-build and design-bid-build projects in urban environments. This position will act as the responsible charge engineer for overall program management to include independently administering construction and maintenance contracts and directing all work activities and resources to complete assigned projects on time and on budget. An ACE coordinates and communicates with in-house and contract engineering and construction staff, to assure timely achievement of project priorities within budget and meeting all regulatory and legal requirements; takes necessary measures to ensure continuous improvement of all aspects of construction contract administration; provides technical guidance to construction and design engineering staff supporting construction contract activities; resolves issues; and negotiates solutions.
Minimum Qualifications
* Experience reflecting knowledge of transportation construction principles and practices, transportation project management processes, quality assurance and quality control methods.
* Experience reflecting knowledge of engineering design for roadways, structures, drainage and environmental state and federal standards related to highway design and construction, for both design-build and design-bid-build delivery.
* Experience applying knowledge of federal, FHWA, state and local transportation rules, regulations and policies.
* Demonstrated ability to conduct constructability reviews for a wide range of projects.
* Ability to oversee construction activities for multiple projects of varying complexity, for both design-build and design-bid-build project execution; and to research and identify sound resolutions for construction problems.
* Experience in applying design engineering principles to a variety of situations related to highway, structures, drainage and environmental areas; and in interpreting contracts, special provisions and specifications.
* Ability to prepare detailed reports on review findings; recommend cost impacts or savings related to construction; interpret design and other plans; and promote continuous improvement of all aspects of construction contract performance.
* Provide technical assistance to construction and design engineers and others.
* Knowledge of alternative dispute resolution procedures.
* Valid Professional Engineer's License.
Additional Considerations
* Graduation from an accredited college or university with a Bachelor of Science in Construction Engineering or Civil Engineering with course work in design of highways, structures, drainage, scheduling and environmental and construction/project management strongly preferred.
* Extensive experience in leading construction and engineering staff in resolution of construction issues.
* Experience in quality improvement applications for a wide range of projects of varying complexity, with a focus on design-build and design-bid-build project execution; and in conducting constructability reviews focusing on scheduling.
