POSITION DESCRIPTION:

Perform laboratory testing in accordance with the applicable Florida Sampling and Testing Method (FSTM), American Association of State Highway and Transportation Officials (AASHTO), or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order. Obtain and maintain all qualifications necessary to perform the test in compliance with Department procedures.

Monitor test parameters during testing to assess validity of the data. Perform advanced analytical analysis of results. Perform critical analysis of results to determine if retesting or resampling is required. Interpret results and provide findings to customers immediately as required. Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures or negative trends.

Provide materials related technical support to customers as requested. Provide support in time to meet the customer's needs. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable and repeatable. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.

Train Department, Contractor, Consultant, and Academic Personnel as needed.

Participate in acquiring laboratory equipment and supplies, including identifying laboratory needs, identifying potential sources of the equipment/supplies, obtaining quotes from vendors, and initiating the acquisition process.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the concepts, terminology, principles, and analytical techniques of asphalt binders and emulsions. Knowledge of engineering design, construction, production and/or operations related to asphalt binders and emulsions. Skill to operate a personal computer for word processing, spreadsheet, and database applications. Ability to analyze and interpret engineering test results and information. Ability to plan, organize, and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively. Ability to work and be effective in a team environment. Ability to lift up to 50 lbs.

OTHER JOB RELATED REQUIREMENTS:

This position will be required to respond before, during and following emergency situations. NOTE: The incumbent of this position is required to handle hazardous materials possessing the characteristics of ignitability, corrosivity, and toxicity as defined in the code of Federal Regulations 40, Part 261. This incumbent must be trained in handling of the aforementioned hazardous materials prior to commencing work or she/he must work only under the direct control of a supervisor who is trained in the handling of such material.

MINIMUM QUALIFICATIONS:

High School diploma or equivalent. Prior experience using engineering or manufacturing tools, equipment and/or instruments; prior experience operating a personal computer for word processing, spreadsheet, and/or database applications; and prior experience with evaluating construction materials.
