POSITION TITLE: Assessment & Referral (A&R) ManagerREPORTS TO (TITLE): Director of Assessment & ReferralsThe purpose of the Assessment & Referral (A&R) Manager position is to provide leadership and manage day-to-day activities relating to intake and admissions. The person in this position is responsible for development and communication of program priorities aligned with organizational goals. The A&R Manager valuates requests for admission and is authorized to admit patients who fall with established guidelines. The Assessment & Referral (A&R) Manager maintains knowledge of, participates in further training provided, and understands the potential risks regarding occupational health hazards (e.g. bloodborne pathogen exposures)KEY RESPONSIBILITIES: Builds, directs, manages, and ensures implementation and effectiveness of hospital's assessment and referral program. Directs activities of A&R and Call Center staff. Monitors staff performance and provide regular feedback on quality and quantity of work, reinforces positive work behaviors and intervenes in problems.Responsible for scheduling and staffing to ensure that A&R Department has needed coverage. Collaborate on information infrastructure required to support efficiency and overall departmental performance. Ensures needed data is collected on a timely basis, regular reports on progress are distributed, and makes recommendations for future improvements based on the data. Serves as the department's fiscal manager. Carries out personnel management activities associated with direct staff supervision, including screening and selection, orientation training and development, performance management, and employee relations functions. Ensures that the care and treatment of the patient are rendered in a competent manner and are based on current chemical dependency and psychiatric nursing/clinical knowledge and standards; care is evaluated against the goals and plan of care and is revised as needed and appropriate to the patient. Establishes and maintains effective working relationships with patient services counselors and coordinators, intake department, physicians and health professional affiliates, healthcare facilities, and nursing staff. Makes appropriate interventions during assessments, and crisis situations with clients, family/friends and other professional staff. Maintains knowledge of legal guidelines pertaining to Emergency Medical Treatment & Labor Act (EMTALA)/Consolidated Omnibus Budget Reconciliation Act (COBRA) and abuse/neglect reporting. Upholds the Organization's ethics and customer service standards. Performs related duties as requested by the Director of Intake or CEO.Department Management Participate in the screening and selection of department staff. Support leadership to provide high quality orientation and ongoing education for clinical staff. Monitor work progress to ensure time and quality standards are met. Collaborate with director to address performance concerns or potential needs for staff disciplinary measures. Audit data pertinent to key performance indicators that the keeps the department growing Assist with scheduling for A&R as well as Patient Services Help with the investigation of any issues to prevent reoccurring incidents Address and resolve patient, family or referring facility complaints. Work with SDPS to ensure a proactive approach to dealing with incidents. Oversee staff assignments to prevent unnecessary overtime and ensure appropriate staffing levels based on census and acuity assessments. Monitor inventory of office, medical, and patient care supplies. Request replenishment of supplies as needed. Daily audit of departmental payroll to ensure compliance of hospital approved attendance policy. RequirementsEducation and Licensing: Current California state license as a Registered Nurse (RN), Licensed Clinical Social Worker (LCSW), or Licensed Marriage Family Therapist (LMFT) required. Associate's degree required; Bachelor's degree or higher preferred. Current NCI equivalent as approved by the Chief Nursing Officer (or obtained within the first 30 days of hire). Current CPR (Cardiopulmonary Resuscitation) certification (or obtained within 30 days of hire).Knowledge and Experience: Behavioral Health and/or Hospital background required with a minimum of 5 years' experience in a clinical, supervisory and/or administrative role in an inpatient and/or outpatient mental health setting. Familiarity with continuum of care and clinical terminology. Familiarity with common hospital admission processes (EMTALA, authorizations, holds, etc.).Skills and Abilities: Maintains confidentiality of patients at all times. Sensitivity to and willingness to interact with persons of various social, cultural, economic and educational backgrounds. Proficiency with software and/or equipment (Microsoft Office applications including Outlook, Word, Excel and PowerPoint.) Strong organizational skills with ability to prioritize projects, work relatively independently, manage multiple tasks, and meet deadlines. Strong written and verbal communication skills. Strong interpersonal skills. Ability to work with people with a variety of background and educational levels. Ability to work independently and as part of a team. Good judgment, problem solving and decision-making skills. Demonstrated commitment to working collaboratively as well as possessing the skills to lead, influence, and motivate others. Ability to work in a fast-paced, expanding organization. Physical Requirements: While performing the duties of this job, this position is frequently required to do the following: Use standard office equipment and access, input, and retrieve information from a computer.
