The County of Yolo is recruiting to fill one (1) full time position in the class of Assistant Chief Building Official at the Community Services Department. This position will remain open until filled.
The Position
The ideal candidate for this position will have demonstrated experience with the administration of building inspection and plan check activities, Floodplain administration, and will possess ICC certification as a Plans Examiner and Building Inspector.
Under direction of the Chief Building Official coordinates the work of staff in the Community Development Services Division of Department of Community Services; provides supervision, training and direction to the building inspection staff and may supervise permit counter staff; schedules and coordinates field inspection activities; performs highly complex or specialized inspections for building systems at various stages of construction including alteration and repair to ensure compliance with approved plans, specifications, codes, flood plain requirements, ordinances and laws; completes non-structural plan checks; and performs other related duties as assigned.
This is a single-position, supervisory-level classification reserved for use in the Community Development Services Division of the Department of Community Services. The Assistant Chief Building Official operates with considerable autonomy and performs duties with a greater degree of independence and decision-making responsibilities and performs specialized administrative duties related to the fiscal management, policy direction and oversight of staff. While this classification has supervisory responsibilities, the majority of work will usually consist of performing more complex building inspections of commercial, industrial, public-use, large residential, and other large-scale construction.

The following duties are typical of those performed by the incumbent in this classification; however, other duties may also be required.
* Supervises assigned staff to prioritize and assign tasks and projects; make sure program deadlines are met; may counsel, coach, train and conduct employee evaluations as required;
* Assists the Chief Building Official with the preparation and monitoring of division budget; monitors expenditures and offers recommendations regarding budget issues; attends meetings and conferences as required;
* Interprets and applies the provisions of building codes, electrical codes, plumbing codes, mechanical codes, fire prevention codes, life/safety codes, energy codes, disable accessibility codes, flood plain requirements, and other applicable federal, state and local codes, ordinances, laws, rules regulations, specifications, standards, policies and procedures and research code-related issues as needed;
* Assists with building inspection activities; analyzing complex, specialized inspection problems and assist the building inspectors with the more difficult cases;
* Acts as a liaison between the building inspection staff and developers, contractors, architects, engineers and the general public to resolve differences;
* Acts as the Chief Building Official in his or her absence;
* Conducts site inspections of residential, commercial, industrial and public buildings including construction work, remodeling work, building systems and premises for compliance with applicable codes, specifications, laws, ordinances, and approved construction plans;
* Inspect construction alterations, demolition, use, and occupancy of building premises to verify structural strength, stability, sanitation, adequate lighting, ventilation, and safety to life and property from fire and other hazards; and inspects mechanical, plumbing, electrical, fire alarm, and related building systems;
* Oversees building plans, plan revisions, specifications, or other documents for compliance with codes; performs plan checks; conducts staff meetings to review inspection practices and code interpretation uniformity or problems;
* Oversees the preparation and completion of processes and maintains a variety of forms, reports, correspondence, logs, and records;
* Builds and maintains positive working relationships with co-workers, other county employees, and the public using principles of good customer service;
* Assists other co-workers with essential departmental functions to promote smooth operation of the Division, as determined by the Chief Building Official.
Minimum Qualifications
Education: Equivalent to the completion of twelfth grade. Successful completion of two wood structure-engineering courses can be substituted for the required engineering calculation experience. Sixty (60) units from an accredited college or trade school with course work in architecture, engineering, or construction technology may be substituted for up to two years of the required experience.
Experience: Five (5) years of building inspection work experience in a public agency involving inspection of plumbing, carpentry, structural, electrical, and mechanical structures and code enforcement. Experience performing commercial and industrial inspections is required. Bilingual ability is not required but highly desirable.
Licenses: Possession of certification from l.C.C. or I.C.B.O. as a Combination Inspector is required. Certification as a Plans Examiner is required within one year from the date of hire.

Knowledge of: County and Department policies and procedures; procedures and inspections of the Community Development Block Grant (CDBG) program; commercial and residential manufactured coaches and code enforcement procedures; principles and practices of building, plumbing, mechanical, and electrical codes, life/safety codes, energy codes, disable accessibility codes and pertinent state and county codes and ordinances; building construction methods and materials; proper field inspection methods and procedures; principles and practices of plan checking; principles of structural design and engineered structural calculations; principles of management and supervision; practices of customer service, including conflict resolution; and principles and practices of work safety.
Ability to: Identify and interpret technical and numerical information; observe and problem solve building division activities; read and interpret plans and blue prints accurately and compare them with construction and repairs in progress; schedule direct and coordinate the field operations of the Building Inspection Division; supervise, train, and evaluate assigned personnel; establish and maintain effective working relationships; communicate clearly and concisely, both orally and in writing; identify and analyze problems and interpret and apply applicable laws, rules, and regulations; have the tact and maturity to deal effectively even in adverse situations with the general public, agencies and entities; and use standardized word processing and database management software programs; and keep accurate records and prepare concise reports.Application Process
