POSITION GOAL

To establish programs and procedures to assure adequate quality control during the construction phase of all building projects in conformance with contract documents and applicable codes through effective coordination and supervision of Plans Examiners/Inspectors.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Assistant Chief Building Official, Inspections shall carry out the performance responsibilities listed below.

* Enforce the provisions of the Florida Building Code, State Requirements for Educational Facilities (SREF), State Requirements for Education Facilities 6A-2.0010, 69A-58, and applicable Florida statutes.

* Plan, assign, direct, coordinate, and review the work of a professional staff and Plans Examiners/Inspectors.

* Assist the Chief Building Official in the establishment of work-related procedures and policies.

* Provide oversight and management of the daily operations for the Building Department and coordinate work in progress.

* Review building plans, specifications, and the work of private architects, engineers, and District staff engaged in projects for The School Board of Broward County, Florida, to ensure compliance with the Florida Building Code, Florida Fire Prevention Code, and all other applicable requirements.

* Conduct inspections and assist with code interpretation, as needed. Prepare reports on status of work.

* Enforce Federal Emergency Management Agency (FEMA) rules and regulations.

* Ensure compliance with accessibility requirements for Children's Environments and the Handbook for Public Playground Safety.

* Ensure staff development and maintenance of current certificates.

* Evaluate individual contributions and performance and establish programs to maximize the effectiveness of the section.

* Execute, through assigned personnel, the inspection of the construction progress for compliance to building codes, laws, regulations, and design standards.

* Train and upgrade the skills, knowledge, and expertise of assigned employees.

* Oversee the Plans Examiners/Inspectors performance responsibilities, as follows:

* Review construction drawings and specifications, from the design phase through final completion, to become thoroughly familiar with the plans and specifications for the work to be inspected, and recommend changes, additions, and corrections which may be advantageous to the design and/or use of materials.

* Attend pre-construction meetings and assist in review of schedule of Values and Construction Progress Charts as necessary.

* Inspect contractor's work to ensure compliance with contract documents, approved shop drawings, State Board of Education rules, all applicable codes, standards, and approved practices for quality control.

* Conduct spot inspections to verify contractor's compliance with work force composition and other District requirements for contractors.

* Monitor all testing performed in the field, i.e., soil test borings and compaction tests, concrete slump tests; monitor special testing in the laboratory, if required.

* Observe inspections provided by municipal and other jurisdictional authorities relative to work in rights-of-way, off-site, or other project specific requirements.

* Monitor project progress in relation to construction schedule and report quickly all unacceptable work.

* Inspect maintenance of as-built drawings and verify variations in the work from the latest drawings and specifications.

* When requested, attend, and participate in field meetings with project consultant, contractor, and Facilities Department personnel.

* Assist in solving field problems through recommendation and coordination with the Facilities Management team.

* Assist, when requested, in monthly requisition meetings and verify the amount of work completed for conformance to contractors' request for payment.

* Assist in inspections and preparation of Punch Lists at substantial completion, final completion, and one-year guarantee periods.

MINIMUM QUALIFICATIONS & EXPERIENCE

* Standard high school diploma or satisfactory completion of an approved General Educational Development (GED) Testing Program.

* Twelve (12) years of successful work experience in the construction or management of building construction projects.

OR

* An earned associate degree from an accredited institution.

* Minimum of ten (10) years of experience and/or training in the field related to the title of the position.

OR

* An earned bachelor's degree from an accredited institution in a field related to construction.

* Minimum of eight (8) years of experience and/or training in the field related to the title of the position.

And

* Certified by the Department of Business and Professional Regulation (Florida Statute 468) in the following disciplines: Building Code Inspector, Plans Examiner, and Building Code Administrator.

* Demonstrated knowledge of applicable building codes, laws, regulations, and rules.

* Successful completion of the State Requirements for Educational Facilities (SREF) class, and SREF for existing educational facilities

and Division of State Fire Marshal's Rule Chapter 69A-58 is required, verification of completion of course conducted by the State Department of Education to inspect existing school facilities, in accordance with the Florida Building Code and State Requirements for Educational Facilities (SREF) or be able to obtain both certifications within 6 months after employment.

* Demonstrated knowledge of the State Board of Educational Rules and Standards, State Requirements for Educational Facilities (SREF), and procedures pertaining to construction of educational facilities, or other large public facilities.

* Effective verbal and written communication skills. Effective interpersonal skills.

* Ability to read and interpret contract documents.

* Prior supervisory experience.

* Valid Florida driver's license.

* Computer skills as required for the position.

PREFERRED QUALIFICATIONS & EXPERIENCE

Degree majors include architecture, engineering, building construction, or related field.

* Experience in the construction or management of building construction projects.

* Certification as a licensed general contractor, licensed engineer, or architect in the state of Florida.

* Bilingual skills.

SIGNIFICANT CONTACTS-frequency, contact, purpose

Frequent interaction with architects, engineers, and contractors regarding the submission of construction documents that meet the minimum code requirements as required by FS 553.80, which incorporates the planning, supervision, and review of the work of assigned architects, engineers, certified (Florida Statutes 468) plans examiners/inspectors and other personnel for the purpose of maintaining code compliant and safe structures for the educational environment.

PHYSICAL REQUIREMENTS

Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force as needed to move objects.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
