Job Description :

The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing NYC employees. In addition, OLR administers procedures resulting from the negotiation of collective bargaining agreements, including the Step III grievance process.

Under immediate supervision of the Deputy General Counsel and Associate General Counsel, with some latitude for the exercise of independent discretion and judgment, the Assistant General Counsel (AGC) performs legal work in preparation for collective bargaining, impasse proceedings, arbitrations, grievance proceedings, and other administrative proceedings. The AGC also represents the City/Agency at fact-finding hearings, arbitration proceedings, and related matters before the Office of Collective Bargaining (OCB). ACGs are responsible for the preparation of legal documents, such as memoranda, verified answers and complaints, briefs, arguments, etc., in connection with proceedings before OCB. Acts as legal counsel to Office of Labor Relations negotiators during bargaining as related to specific bargaining units. Provides advice and counsel to management on various labor issues. May assist in drafting of collective bargaining agreements. May study, review and report on proposed and existing legislation related to labor matters.

Minimum Qualifications

Graduation from an American Bar Association approved law school.

Preferred Skills
  • One year of satisfactory, full-time relevant experience subsequent to admission to the New York State Bar.
  • Training and/or experience in litigation including delivering oral legal arguments and entering evidence into a record.
  • Exceptional legal writing, interpersonal and organizational skills.
  • Self-motivated, with ability to multitask in a deadline-oriented environment.
  • Experience and/or interest in public sector labor relations.
  • Ability to interact with all levels of management and union personnel.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
