The Assistant Project Manager (APM) will assist the Director of Planning & Construction by providing project management operational support on assigned capital and space planning projects across the agency. The APM role may also be expected to serve as the project principal on assigned projects while simultaneously providing project management support on larger complex projects. The APM will act as the liaison between stakeholders, clients, and vendors throughout the project to ensure it is completed on time and within budget. ESSENTIAL DUTIES AND RESPONSIBILITIES: The essential functions listed here are representative of those that must be met to successfully perform the job. Manage all internal and external coordination for Contractors submittals, requests for information (RFIs), substitution requests, etc. for all active capital projects. Manage and coordinate all drawing sets, revisions/addendums, and drawing logs for all capital projects. Metrocare uses Procore to manage all drawings. Assist with coordination of permitting and inspections for all active capital projects. Assist with project controls efforts including project cost reporting, scheduling, work breakdown structure establishment, project set-up and closeout. Assist with the development of internal and external reports to include project budgeting and project status reports. Review and markup construction documents as communication tool between architects, engineers, and internal and external stakeholders, as necessary. Metrocare utilizes Bluebeam for mark-ups. Assist with project change management including change orders, design changes, etc. Assist with scope of work creation and execution of contracts and change orders. Assist with overall project risk assessment and minimization. Assist with weekly construction meetings as necessary. Provide and assist with coordination to the RFQ and RFP process for project procurement with Metrocares Purchasing Department. Assist with the development & documentation of a comprehensive Capital Projects Manual. Assist with the development and implementation of furniture standards & asset inventory process. Manage and maintain document control to track project activities and communications. Serve as liaison between project stakeholders and project team. Proactively and professionally communicate with clients and project partners. Learn & understand CARF and Behavioral Health standards as they apply to Metrocare Operations and Facilities. Must know how to read, understand, and mark-up construction documents. Must have background knowledge of IBC 2021 code requirements as it relates to the built environment. Must have background knowledge of Fire and Life Safety/ADA codes as they pertain to Metrocare operations. Ability to work in a highly complex and changing environment. Effective verbal and written communication skills. Excellent organizational skills with the ability to prioritize workflow and meet deadlines. Ability to handle multiple tasks and special projects simultaneously. Able to work autonomously with minimal or no supervision. Able to maintain a high level of professionalism and confidentiality. Ability to work collaboratively with others (Contractors, Project Managers, Engineers, and Designers) in a multi-disciplined project team environment to resolve design or scope issues as appropriate to accomplish objectives. QUALIFICATIONS EDUCATION AND EXPERIENCE: Bachelor's degree in architecture, Engineering, or Construction Management, or related field, plus a minimum of 4 years of Project Management/Construction experience, preferred, or; High School diploma with equivalent experience required. Design and Construction experience with behavioral health and/or healthcare facilities and/or project management/construction management experience with a focus in healthcare, behavioral healthcare, and/or facilities, preferred. DRIVING REQUIRED: Yes. MATHEMATICAL SKILLS: Basic math skills required. Ability to work with reports and numbers. Ability to calculate moderately complex figures to accurately report activities and budgets as it relate to design & construction budgets. REASONING ABILITY: Ability to apply common sense understanding to carry out simple one or two-step instructions. Ability to deal with standardized situations with only occasional or no variables. COMPUTER SKILLS: Ability to use a computer, printers, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint). Ability to utilize Internet for resources. Proficiency in project specific applications is preferred, such as: AutoCAD, Bluebeam, Procore, PlanGrid, or similar. Ability to use scheduling tools is preferred, such as Microsoft Project. CERTIFICATIONS, LICENSES, REGISTRATIONS: Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain a Texas Driver License within three (3) months of employment. Liability insurance is required if an employee will operate a personal vehicle on Center property or for Center business. Must be insurable by Centers liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.
