JOB SUMMARYThe Assistant Special Agent in Charge is responsible for assisting the Special Agent in Charge (SAC) with directing the activities of the investigative functions of the Office of Inspector General (OIG), serving as a manager in investigations, performing supervisory and management duties, and is recognized as a technical expert in the area of work performed. The incumbent serves as the principal advisor to the SAC on matters relating to the administration of the OIG investigations function and oversees and assists in maintaining all tracking systems within the Investigations unit, which include the case management system, the hotlines (both email and phone) and the whistleblower logs. During the SAC's absence, the Assistant Special Agent in Charge serves as the acting SAC and as chief advisor to the Assistant Inspector General for Investigations on investigative matters.JOB DUTIESPrincipal Job Duties Manages and provides direction to special agents and investigation analysts (the Investigations team) responsible for planning, managing, conducting, and reporting on complex system investigations and reviews. Provides expert advice and leadership to management and staff on investigative matters including whistleblower and hotline issues. Provides expert-level consultative advice and critical analysis to department officials on fraud investigative matters.Represents SAC at meetings of senior WMATA officials and other WMATA management staff and serves on various committees as required. Assists SAC in managing and provides direction to a staff of professional law enforcement investigators to perform diverse and complex investigations and assessments of WMATA's fraud, waste and abuse hotline and whistleblower programs, operations and activities.Assists in the preparation of comprehensive investigative programs for investigative assignments for review and approval by manager. Plans, leads and conducts preliminary inquiries and investigations of complex and/or sensitive allegations of wrongdoing and fraud, waste and abuse relating to employees, contractors and operations and activities, including accessing, using and analyzing available documents and data sources and conducting interviews of witnesses.Plans, leads and conducts investigations of improper and illegal use of computers relating to operations and activities by employees and contractors. Prepares reports and other documentation of inquiries and investigations and activities relating to same. Directs programs of pro-active investigations based upon analysis of data relating to operations and activities and contractors. Analyzes allegations of wrongdoing, fraud, waste and abuse relating to employees, contractors and operations and activities and evaluates such allegations for appropriate action.Maintains liaison with prosecutors on the federal, state and local levels and within WMATA to facilitate criminal, civil fraud and administrative cases based upon OIG investigations, including but not limited to assisting prosecutors and civil attorneys with evidence gathering and acting as a witness in court cases. Maintains liaison with other law enforcement agencies and administrative agencies and offices on the federal, state and local levels and within WMATA during the conduct of inquiries and investigations to acquire information and leverage resources.Identifies systemic issues and problems in connection with OIG investigations to promote the economy, efficiency and effectiveness of activities and prevent fraud and abuse in WMATA activities and keeps manager fully informed about deficiencies in the organization's operations and activities.Assists in handling all administrative tasks associated with hotline complaints received by OIG, including entering complaints in the Case Management Tracking System and preparing a weekly summary of complaints received and their status. Assists in determining whether a complaint should be investigated, dismissed, and/or referred to OIG Audits, another WMATA office/department, or an external entity.Ensures the timely performance of satisfactory quantity and quality of work. Assists SAC in reviewing, accepting, amending, and rejecting work products, such Reports of Investigation (ROI) and Memorandums of Investigative Activity (MOIA), operating under policies and procedures adopted by OIG Investigations. Ensures Whistleblower cases are completed in a time sensitive manner and prepares a bi-weekly Whistleblower log.Manages day-to-day activities of the criminal analysts. Nor is it intended to limit in any way the right of managers and supervisors to assign, direct and control the work of employees under their supervision.*QUALIFICATIONSEducation Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Criminal Justice, Law, Accounting or related field. Various degree disciplines will be considered. Experience Nine (9) years of professional experience in government or the ability to conduct private industry internal investigations, auditing, forensic fraud examination, or similar field. Certification/Licensure Possession of a valid motor vehicle operator's license at time of hire. Preferred Advanced degree in criminal justice, law, accounting, or similar field.Certified Fraud Examiner (CFE) or Certified Inspector General Investigator (CIGI).Legal audit or fraud examination training is desirable.
