Job Overview: The Palmyra Area School District is seeking an Assistant Superintendent. This position oversees curriculum, instruction, and safety and security for the District. The Assistant Superintendent serves as the overarching Safety & Security Coordinator and Title IX Coordinator for the District. The Assistant Superintendent is responsible for assisting the Superintendent in the planning, coordinating, organizing, implementing, and administering the educational programs and other administrative services as listed or assigned by the Superintendent. The Assistant Superintendent will provide leadership in coordination with the Superintendent in all district management areas, with a priority on transcending all curriculum and instruction activities for the District curriculum and instructional programs (K-12). This position will supervise the Director of Instruction and Assessment and building principals. In addition, this position will serve as the District's Title IX Coordinator and Safety and Security Coordinator, serving as the point person for all safety drills and the Emergency Operations Plan. In the absence of the Superintendent, the Assistant Superintendent will be in charge of the District and make all necessary decisions normally made by the Superintendent. Responsibilities:
  • Participate as a member of the District's Leadership and Cabinet teams.
  • Personnel supervision
    • Ensure high quality instruction and interventions through collaborative planning, data analysis, professional development, and coaching.
    • Manage the evaluation and observation schedule for professional teaching staff.
    • Design, implement, and supervise appropriate In-Service training programs for our staff.
    • Supervise, coordinate, and prepare County, State, and Federal reports.
    • Coordinate and manage the District's Induction Program.
    • Oversee professional employee hiring and staffing changes, and placement of student teachers and observers.
    • Ensure compliance with all Pennsylvania Department of Education requirements related to professional employees.
  • Educational programs - Accept the responsibility for special leadership assignments and projects by the Superintendent which would include, but is not limited to:
    • Educational advance and growth of the District.
    • Develop, revise, and evaluate new and old programs for directing and engaging in curriculum research and development in specific areas of need.
    • Develop necessary and appropriate administrative regulations in conjunction with administrative staff.
    • Oversee the development and supervision of all federal, state, and local programs in the District.
    • Assist with school safety grants, technology grants, STEM grants, etc.
  • Curriculum - Provide overarching leadership in coordination with the Director of Instruction and Assessment for all curriculum, instruction, and educational programs.
    • Initiate curriculum studies and act as a consultant on research pertaining to curriculum.
    • Initiate formation of and work with committees of teachers, administrators, and stakeholders in analyzing, evaluating, and revising curriculum offerings.
    • Interpret policy for staff and parents.
    • Act as the liaison between any Study Council, University, or any other evaluating group involving curriculum and instruction.
    • Collaborate with administration and professional staff to remove barriers to student growth and achievement for all student groups.
  • Financial supervision - In partnership with the Director of Business Affairs, collaborate on the development of budgetary procedures and monitor the implementation of procedures to ensure that District funds are expended in the most responsible, effective, and ethical manner possible related to curriculum, instruction, and grants.
    • Plan, develop, implement, and monitor budgets and spending in all areas of instruction.
  • Safety and security -
    • Review the school entity's policies and procedures relative to school safety and security and compliance with Federal and State laws regarding school safety and security.
    • Coordinate training and resources for students and school entity staff in matters relating to situational awareness, trauma-informed approaches, behavioral health awareness, suicide and bullying awareness, substance abuse awareness and emergency procedures and training drills, including fire, natural disaster, active shooter, hostage situation and bomb threat.
    • Coordinate school safety and security assessments as necessary.
    • Serve as the school entity liaison with the committee, the department, law enforcement and other organizations on matters of school safety and security.
    • Make a report no later than June 30, 2019, and each June 30 thereafter, to the school entity's board of directors on the school entity's current safety and security practices that identify strategies to improve school safety and security. The report shall be presented to the school entity's board of directors at an executive session of the school entity's board of directors. The report shall be submitted to the committee and shall not be subject to the act of February 14, 2008 (P.L.6, No.3), known as the Right-to-Know Law.
    • Coordinate a tour of the school entity's buildings and grounds biennially or when a building is first occupied or reconfigured with the law enforcement agencies and first responders that are primarily responsible for protecting and securing the school entity to discuss and coordinate school safety and security matters.
  • Attend all School Board meetings, district-related meetings, and events as requested by the Superintendent.
  • Establish effective relationships with all stakeholders including students, staff, parents, and the community.
  • Provide periodic reports to the Superintendent, the Board, the Leadership Team, the Cabinet Team, and the general public on the development and progress of the District's student support services.
  • Act as a liaison and representative for the District among educational leaders at the IU, and at the state, regional, and national levels.
  • Participate in state and national educational organizations to the degree that such participation will improve the student support services of the District.
  • Maintain regular visibility at District and building events.
  • Perform other duties as assigned by the Superintendent.
Qualifications:
  • A Doctoral degree is preferred; Master's degree is required.
  • Letter of Eligibility Superintendent PK-12 (1150); Administrative Principal PK-12 (1115) certification with a minimum of five (5) years of experience as a successful experienced administrator is required.
  • Ability to work in a team environment, be able to supervise others, meet deadlines and perform job responsibilities with minimal supervision, and work in an environment with frequent interruptions.
  • Must be able to speak on demand to large groups of people with the ability to speak clearly and concisely both in oral and written communication.
  • Must be able to transport between school building districts and cities.
  • Must be able to apply knowledge of current research and theory in specific field.
  • Must be able to establish and maintain effective working relationships with students, staff, and school community.
  • Must perform duties with awareness of all District requirements and School Board of Education policies.
