Every employee takes a person-centered approach that exemplifies the ICARE values (Integrity, Compassion, Accountability, Respect, and Excellence) through empathic communication and partnerships between all persons.Work Shifts8:00 A.M - 4:00 P.MJob DescriptionPurpose of Position: Under the direction of the Chief Executive Officer (CEO)/Chief Operating Officer (COO), leads health care setting's comprehensive all-hazards emergency management program by planning, coordinating, developing and implementing activities, projects, and programs to support preparedness for, mitigation of, response to, and recovery from all hazards and threats. Develops and implements effective strategies and policies that support safe, patient-centered programs and initiatives that align with the System's goals and values. Ensures compliance with all applicable emergency management and incident command standards and System's standards of care to improve outcomes and the patient experience. Maintains knowledge of Joint Commission Emergency Management and Environment of Care Standards, Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness Conditions of Participation (CoP), Occupational Safety and Health Administration (OSHA), The National Fire Protection Association (NFPA) and other applicable guidance and regulations.RESPONSIBILITIES:1. Leads day-to-day operations of emergency management program through effective planning, coordinating, prioritizing and evaluating of operational activities. Assesses the overall effectiveness of the incident command operations and implements strategies for continuous improvement.2. Oversees and maintains all emergency preparedness, mitigation, response and recovery activities, such as the development and implementation of comprehensive emergency response plans, policies, procedures in alignment with the National lncident Management System (NIMS) and the Homeland Security Exercise and Evaluation Program (HSEEP), and applicable regulatory standards.3. Develops health care setting's Emergency Operations Plan (EOP), Continuity of Operations Plan (COOP), Communications Plan, lncident Response Guides (lRGs), Hazard Vulnerability Analysis (HVA), and other documents. Conducts an annual evaluation of the Emergency Management Program to assess program effectiveness.4. Develops and maintains all documents related to regulatory standards, such as After-Action Reports/lmprovement Plans (AAR/IP), 96 hour inventory, and training records.5. Develops, plans, and coordinates emergency preparedness and appropriate training programs, education, and exercises; tracks staff training compliance, monitors and evaluates program effectiveness and identifies opportunities for improvement. Prepares and manages informational data and responds to emergency management related surveys, as needed.6. Establishes and maintains health care setting's lncident Command Structure to effectively accomplish goals of the healthcare setting; develops and implements critical workflows for efficient operations.7. Serves as the Emergency Preparedness Coordinator and point of contact for the New York State Department of Health- Health Commerce Systems; NYC Department of Health and Mental Hygiene ASPR Hospital Preparedness Program, Greater New York Hospital Association, local Emergency Management agencies, or healthcare coalitions. Represents the department at emergency management and related events.8. Collaborates with leadership in System-wide emergency management meetings and initiatives and manages various projects.9. Sets operational and financial performance goals and leads the coordination and development of the departmental budget; assists in the justification, development, and allocation of fiscal resources related to emergency preparedness activities. Manages emergency preparedness grants, as appropriate.10. Provides on-call administrative and leadership support to facility leadership and incident Management Team. Maintains up-to-date emergency contacts directory that includes the lncident Management Team, executive leadership, department leads, central office and externalagencies.11. Conducts at least two (2) emergency plan activations or exercises and prepares After Action reports and improvement Plans (AAR/IP).12. Conducts periodic tests to ensure that emergency management communications systems are operational and conducts periodic inspections to ensure that equipment used during emergency management drills and actual events is in place and operational.13. Oversees the procurement, management, and routine inventory of emergency supplies and inventories, including but not limited to, equipment used by departments for decontamination; evacuation; and downtime procedures.14. Chairs the interdisciplinary working groups, and provides oversight of its sub-committees and their work, as appropriate; reports Committee's activities and incidents to the higher authorities, as required.15. Completes additional training, as needed, including, but not limited to, National incident Management System (NIMS)/incident Command System (lCS), Hazardous Waste Operations & Emergency Response (HAZWOPER), Certified Healthcare Emergency Professional, Master Exercise Practitioner).16. Attends emergency management and preparedness related meetings and conferences; participates in internal/external quality assurance/performance improvement (OA/Pl) activities, programs, training, as required.17. Performs other related work, as assigned, and is able to work off-hours (nights and weekends), as needed during emergencies.Minimum Qualifications1. Master's degree from an accredited college or university in Emergency Management, Disaster Management,Public Health, Public or Business Administration or a related discipline; and three (3) years of experience inemergency preparedness planning and management, or environmental and occupational health and safety orother directly related experience in a healthcare environment; or2. Bachelor's degree from an accredited college or university in disciplines, as listed in #1 above; and four(4) years of experience, as described in #1 above.3.
