Advanced Degree in business administration/management or related field or relevant combination of work, training, certifications, and experiences that equates to an advanced degree.

Job Summary

Oversee, lead and evaluate strategic procurement programs, driving initiatives that enhance the efficiency, compliance and impact of the University sourcing and contracting processes. Guide and support the development of a high-performing procurement team, supervising daily activities to ensure the effective procurement of a diverse portfolio of intermediate to complex goods and services strategically and efficiently. Partner with the Executive Director of Strategic Sourcing to create, implement and refine procurement policies, procedures and strategic objectives, ensuring alignment with the university's mission and goals.

Required Qualifications

* Demonstrated experience procuring complex goods and non-professional services.

* Ability to interpret contractual terms and conditions.

* Demonstrated experience conducting effective negotiations, scheduling and leading oral presentation processes and excellent communication skills.

* In-depth knowledge and experience with public procurement laws, policies, and procedures.

* Proven experience developing and delivering formal training, leading complex project management teams, and enhancing business processes.

* Strong background in data extraction, analysis, and generating comprehensive reports.

* Skilled in group leadership and staff mentoring, particularly regarding state procurement and contract negotiation.

* Familiarity with Commonwealth of Virginia state and contract laws, regulations, and a thorough understanding of e-commerce systems.

* Proficient in managing complex project teams and advancing business process improvements in a fast-paced, high-volume environment.

* Advanced skills in Microsoft software, including Microsoft Excel, PowerPoint and Word and Adobe.

* Experienced with automated financial systems, ERP/e-procurement systems, and e-commerce applications.

* Experienced in Small, Woman and Minority Owned vendor procurement programs.

* Skilled in interpreting relevant federal and state laws and regulations.

* Knowledge of Small Purchase Charge Card programs.

* Knowledge of Accounts Payable Functionality.

Preferred Qualifications

* Experienced in procurement across diverse commodity areas.

* Working knowledge of the Commonwealth of Virginia's e-Procurement system (eVA).

* Professional Purchasing Certification

* Experience in government and higher education purchasing environments.

* Working Knowledge of Virginia Association of State College & University Purchasing Professionals Manual for Higher Education and their Vendors.

* Knowledge of strategic sourcing processes in a purchasing environment.
