NATURE OF WORKThis is a highly responsible Town Garage supervisory position assisting in the supervision of the Streets Services Division of the Department of Public Works, which may include organizing and planning for the construction, repair and maintenance of Town roads, bridges, drainage systems and related grounds and facilities, maintenance and construction of Town property, recreational areas, facilities, and public grounds. An essential part of the duties of this position is assisting in developing a flexible and anticipatory organization. This will provide cost-effective and customer-friendly delivery of quality services to the community; also assisting in developing and utilizing the potential of each employee to successfully find new ways to deliver both short and long-term needs of South Windsor consistent with the Towns goals and objectives.Work is performed under the general supervision of the Superintendent of Streets for the Department of Public Works in accordance with prevailing policies and procedures. Work is reviewed through conferences and reports for overall program effectiveness and efficiency with the Division Managers and the Superintendent of Streets.EXAMPLES OF ESSENTIAL JOB FUNCTIONSPlans and organizes work on a daily, bi-weekly, and monthly basis according to standard procedures, field observations and in response to oral instructions or work orders from the Superintendent of Streets for the Department of Public Works or his/her designee.Assigns daily work to maintenance crews and equipment operators; sets priorities within the work assignment; reviews work in process and reassigns work and equipment as needed; organizes and oversees contracted services; oversees operation of equipment and the performance of skilled work as required.Responds to emergencies as directed on a seven-day week, 24-hour day basis; provides on-site supervision for road, bridge or facilities emergency work.Evaluates performance of employees; recommends personnel actions such as employment, promotion or disciplinary action; trains new workers in job tasks and in use of equipment, materials and safety procedures consistent with the Towns quality service goals and the development of cost-effective, customer-friendly service delivery.Maintains work, time and material records; evaluates work methods and procedures, and effects improvements; recommends personnel, materials, and equipment items for annual budget.Plans snow removal operations, including establishment of plow routes and removal priorities; inspects roads for material spreading or plowing, and may initiate winter emergency work.Prepares statistical and narrative reports for the Superintendent of Streets for the Department of Public Works.Follows standard safety procedures and regulations.OTHER JOB FUNCTIONSPerforms related work as required. May serve as Deputy Tree Warden.One theme of this Total Quality Management organization is teamwork, both within and among other departments and divisions, to maximize quality service delivery to the citizens of South Windsor. Recognition of individual performance beyond ones job description is a function of the Towns employee recognition programs and / or incentive pay plan.REQUIREMENTS OF WORKAble to meet one or more of the following job requirements: (1) Associates degree in engineering science or business administration; four years of experience in road construction and repair work, including verifiable supervisory or lead worker experience of crews larger than five; and/or (2) Four years Heavy civil construction experience including bridge work, drainage, or utility installation, equipment operation, surveying, etc. (3) Additional educational merits outside of the construction industry will be reviewed to determine if they align with the ultural/strategic plan of the division; or any other equivalent combination of training and experience which provides the following knowledge, abilities and skills.Considerable knowledge of the practices and techniques of road infrastructure maintenance and construction work.Considerable knowledge of the materials, supplies and equipment used in road infrastructure maintenance, repair and construction projects.Considerable knowledge of the occupational hazards and safety precautions associated with public works maintenance and repair projects, including, but not limited to, traffic safety, trench safety, CBYD policies and procedures, SDS compliance, safe lift practices, common P.P.E. practices.Considerable knowledge of modern supervisory practices.[]{style= }
