Job Type Full-timeDescriptionAssociate Vice President of Financial Planning & Budgeting Brief & ExpectationsCommunity Health Action of Staten Island is a leading provider of social services and care management working to eliminate the negative health impacts of poverty and lack of access - the social drivers of health - through preventive and responsive programs and services. Through individual and group interventions, outreach and education initiatives, and a wide portfolio of services, CHASI helps Staten Islanders struggling to manage chronic health conditions, domestic violence, substance use disorder, and other health issues. The search team at CHASI is seeking a hardworking and dynamic nonprofit contracts expert to be the Associate Vice President (AVP) of Financial Planning & Budgeting. In close collaboration with CHASI's senior leadership and finance team, we are seeking a detail-focused, financially savvy, and organized finance professional to join our team. The AVP of Financial Planning and Budgeting is responsible for leading the organization's annual planning and budgeting process, translating strategic operating goals into financial performance targets. CHASI is at an exciting place in our development, transforming and broadening our program service models and key performance metrics to achieve bold client-service goals. For this role we seek a collaborative partner, a decisive and influential communicator, and an analytically oriented finance leader. This individual will interact at the senior leadership level and guide a network of administrative and program professionals to oversee and manage the company's budget throughout various departments and working in close collaboration with the Executive Vice President of Finance and the AVP of Contract Management.To fulfill key job responsibilities, the right candidate will have the ability to:
  • Lead the organization-wide annual planning and budget process for city, state, federal and foundation grants, fundraising and other agency operational needs.
  • Oversee grant workflows ensuring that obligations to funders, with varying terms, regulations and reporting requirements are met.
  • Establish guidelines for and communicate procurement policies, payment processing, and consultant and service contracts.
  • Formulate, recommend, and implement sound budget management and accounts receivable policies, procedures, and controls. Work with staff to ensure familiarity with these policies, procedures, and systems.
  • Prepare and analyze monthly fiscal reports for Board of Directors and management.
  • Oversee all fiscal audits in collaboration with the Executive Vice President of Finance.
  • Commit to the agency's ongoing health equity and anti-racist work.

RequirementsApplicant Requirements:
  • Bachelor's degree in accounting, finance, or related area. Master's degree in accounting strongly preferred.
  • At least 5 years of relevant Nonprofit Accounting experience required, with at least a few years in a government contracts-intensive accounting operation. Experience working with contracts with NYS DOH, NYC DOHMH, Public Health Solutions, MOCJ, and/or OASAS preferred.
  • Experience with and demonstrated ability to lead and train staff.
Compensation & Benefit highlights:
  • Salary Range: $78,000-95,000 annually, commensurate with experience and qualifications
