GENERAL PUBLIC CANDIDATES: To be considered for appointment through NYS HELPS, you must meet the following minimum qualifications:AUDITOR TRAINEE 1:1. Possess a bachelor's degree in accounting, auditing, or taxation OR2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. AUDITOR TRAINEE 2:1. Possess a master's or higher degree in accounting, auditing, or taxation OR2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.AUDITOR 1:1. Possess a bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR 3. Possess a master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR 4. Possess current valid Certified Public Accountant license and registration issued by New York State.NOTE: Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.*NOTE: Courses such as business law, economics, statistics, and most finance courses although completed as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. Transcripts will be required for appointment. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Auditor Trainee: New York State employees with one year of permanent competitive service as an Auditor Trainee or in a title deemed eligible for transfer under 70.1 of the Civil Service Law to Auditor Trainee 1 or Auditor Trainee 2 may also be considered. courses. The hiring rate for candidates appointed to Auditor Trainee 1 starts at $52,198 and is based on the candidate's salary at the time of hire. Candidates hired into the Auditor Traineeship will be advanced to the title Auditor 1 upon the successful completion of a two-year traineeship.Preferred Qualifications: Knowledge/experience with computers, specifically with Word and Excel; excellent verbal/written communication; analytical and personal skills; and the ability to work independently as well as with others to resolve conflicts and audit issues. Duties Description Duties include but not limited to: Conduct audits of managed care organizations that receive cost based rates by performing various tests, reviews, reconciliations, and evaluations of accounts, claims, records and procedures to ensure that reported information is accurate and complete. Perform managed care cost report analysis to assist in determining the scope and timeframe to be reviewed. Assist in planning audit activities, including specific audit tasks. Propose solutions to the supervisor regarding audit issues encountered during the review. Prepare work papers and reports to document audit scope, findings and conclusions. Communicate professionally and effectively.
