Provisional and/or Non-Competitive promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Auditor 1 (Abandoned Property).

Provisional and/or NCP notes:

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties Description Supervise a team of Senior Abandoned Property Auditors in the SMU Audit/Reconciliation unit

* Delegate assignment of audit areas to team members; train team members in industry audit guide, programs and objectives, guide staff in completion audit areas during the audits.

* Answer questions which arise during the course of the audit activities.

* Supervise, evaluate and counsel subordinates in their career development.

Manage the reconciliation and audit of the securities accounts held by the Office of Unclaimed Funds (OUF) contracted custodian for securities

* As auditor-in-charge, supervise audits of the transactions occurring within the securities accounts held by OUFs contracted custodian.

* Perform first-level reviews of audit work papers to ensure subordinate staff's work is performed in accordance with OUF industry audit guides, programs and objectives.

* Determine whether audit findings and conclusions are properly substantiated.

* Assist the Principal Auditor in preparing audit reports summarizing the audit objectives, methodologies used, exceptions, and resolution or escalation.

* Perform first-level reviews of the reconciliations of cash accumulated within the custody accounts to OUFs designated bank account and submit results to OSC Bureau of Accounting.

Manage the audit and reconciliation of approximately 200 house accounts currently held by reporters of unclaimed property

* Participate in opening and closing conferences and all significant meetings during the course of each audit assignment; as auditor-in-charge, perform first level reviews of audit work papers to ensure proper determination of value and transferability of the securities held within the accounts, adequacy of preparation, completeness, sufficiency and conformity with audit guide and statutory requirements.

* Assure that communications and reports are made in a tactful, tempered manner in accordance with generally accepted principles of accounting; discuss and explain audit results to assure that all pertinent information has been considered.

* Personally direct and participate in the more complex audit activities.

Manage an accurate inventory of unclaimed securities:

* Participate in opening and closing conferences and all significant meetings during the course of each audit assignment; as auditor-in-charge, perform first level reviews of audit work papers to ensure proper determination of value and transferability of the securities held within the accounts, adequacy of preparation, completeness, sufficiency and conformity with audit guide and statutory requirements.

* Assure that communications and reports are made in a tactful, tempered manner in accordance with generally accepted principles of accounting; discuss and explain audit results to assure that all pertinent information has been considered.

* Personally direct and participate in the more complex audit activities.

Manage an accurate inventory of unclaimed securities

* The short-term investment pool (STIP) should be monitored to ensure sufficient cash flows for claim payments. Report on the value of securities in account held by Office of Unclaimed Funds (OUF) contracted custodian for securities to OUF management. Based on the information received from the OUF managers, the balance in the Abandoned Property STIP Account and the balance in the Abandoned Property Audit Expense account, the Principal Auditor calculates the General Fund transfer amount (if any). When surplus monies exist in the Abandoned Property STIP Account, a transfer is processed to the General Fund as required by State Finance Law 95.

* Make recommendations for securities to be sold or transferred as directed

* Monitor cash flows of receipts, claim payments, and audit expense account and report results to the Principal Auditor.

* Assist in the determination and calculation of General Fund transfers.

Assists Principal Auditor in the exercise of responsibilities

* Assist the Principal Auditor in assessing internal control strengths and weaknesses and updating or developing new internal controls over securities; reporting on performance measures.

* Participate in working with other managers/staff in the Bureau, OSC and with industry reporters of unclaimed securities in the assessment and resolution of more complex securities issues; assist in making recommendations for possible change in policy or law to increase the compliance and effectiveness of the internal controls or operations, develop statistical data on results of audits; report on the value of securities in accounts held by the Office of Unclaimed Funds (OUF) contracted custodian for securities to OUF management; perform the preliminary selection of securities for sale; and assist the Principal Auditor in ensuring compliance with the Governmental Accounting Standards Board (GASB) reporting standards for securities.

Telecommuting:

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
