General Statement

The Auditor, under general supervision, reviews and verifies the accuracy of financial records to ensure a company's compliance with tax laws as set forth by the North Carolina General Statutes. This position acts as the subject matter expert within the personal property appraisal division. Duties include processing personal property listings such as boats and motors, mobile homes, personal vehicles, machinery, equipment, furniture and fixtures. Employee is also responsible for checking and comparing tax listings and returns to discover property not listed for ad valorem taxation. Employee must exercise initiative and independent judgment in ensuring a complete and accurate listing. Incumbents must exercise considerable tact and firmness through frequent contact with property owners, their representatives, accountants or consultants. Must possess working knowledge of accounting as it relates to the ad valorem process. Must exercise independent and impartial judgment. Conduct audits of accounts systematically to ensure accurate and complete listings.

Essential Functions

Assists supervisor with special projects, guiding team members and creating training manuals.

Trains staff to ensure they have the knowledge, skills, and abilities necessary to accomplish goals and adhere to departmental policies.

Appraises, audits, and discovers all personal property located in Union County.

Requests and reviews taxpayers' supporting financial documents, such as federal and state income tax returns, to verify total acquisition costs and other information provided by the taxpayer.

Coordinates with the outside auditing firm in gathering documentation to conduct a business audit.

Accompanies the outside auditor on site visits as needed and answer questions pertaining to statutory requirements, various appraising procedures, and supporting records during the audit.

Works in all kinds of weather, hazardous construction areas, manufacturing plants, warehouses and on occasion, high crime areas as necessary.

Reviews outside auditing firm's discovery letters prior to being mailed to taxpayer.

Participates in the preparation of detailed appraisal data to be used in the defense of contested assessments that are appealed to the Union County Board of Equalization and Review; which may be continued to the State Property Tax Commission.

Performs canvassing to locate new businesses and verify un-listed businesses are still operating in the County

Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience:

Associate's Degree from an accredited college, and five (5) years of experience in accounting, business administration, auditing, or similar field; or equivalent combination of education and experience.

Licenses or Certifications:

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Must obtain North Carolina Department of Revenue Personal Property Appraiser I certification within two (2) years of employment.

PREFERRED QUALIFICATIONS

Education and Experience:

Bachelor's Degree from an accredited university in Accounting, Business Administration, or similar field, and three (3) years of experience in personal property appraisal, accounting, business administration, auditing, or similar field.

Licenses or Certifications:

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Must be certified by the North Carolina Department of Revenue as a County Personal Property Appraiser I.

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, printers, calculators, microfilm machines, etc. Must be able to exert up to 10 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
