Summary This position is assigned to the Office of Audits (JA), Office of Inspector General (OIG), General Services Administration (GSA). Responsibilities The Office of Audits (JA) has a goal of improving GSA, while simultaneously protecting the integrity of its operations. This office accomplishes its mission by identifying and reporting on the challenges facing GSA management. JA conducts programmatic performance audits of GSA's operations and activities, implementation reviews, and/or contract audits. The Office of Audits also oversees financial statement audits and compliance with the Federal Information Security Management Act (FISMA) As an Auditor, your work will include the following responsibilities: Serves on a team conducting performance audits to assist higher grade level auditors in determining areas of high risk during an audit. Assists in planning and performing contractor oversight for the financial statements audits in accordance with applicable standards. Prepares detailed audit work papers and reports to document the audit findings such as, audit objectives and related conclusions, deficiencies, and recommendations for corrective action. Collects and compiles audit evidence from interviews, inquiries, and record reviews and data analyses. Analyzes work related to the developing and executing agency policies and programs. Performing work consisting of a systematic examination and appraisal of financial records. Responsible for applying established criteria to collected audit evidence to identify inconsistencies, anomalies, or exceptions. The GS-11 salary range starts at $ 82, 764 per year. The GS-09 salary range starts at $ 68, 405 per year. The GS-07 salary range starts at $ 55, 924 per year. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. Basic Requirements: You must have either A or B: A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-11 LEVE: In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is work involving the identification and review of program data and comparing it to regulations, policy, procedures or other program criteria; and experience performing reviews in accordance with auditing standards. OR A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. To be creditable, such education must be in a course of study that directly reflects the job-related competencies necessary to perform the duties of this position. OR A combination of directly related graduate level education and appropriate specialized experience that together meet the qualification requirements of this position. ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-9 LEVEL: In addition to the Basic Requirements listed above, to qualify at the GS-9 level you must possess at least one of the following: One year of specialized experience that is equivalent to at least the GS-07 grade level in the Federal service. Specialized Experience for this position is experience assisting in conducting complicated audits; performing work consisting of systematic evaluations; conducting activities relating to the detection of fraud and waste; and/or assisting in conducting performance and/or contract audits. OR A master's degree or equivalent graduate degree OR have completed two full years of progressively higher level graduate education leading to such a degree. OR A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position. ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-7 LEVEL: In addition to the Basic Requirements listed above, to qualify at the GS-7 level you must possess at least one of the following: One year of specialized experience that is equivalent to at least the GS-05 grade level in the Federal. Specialized experience is experience obtaining, verifying and summarizing auditing documentation; applying professional auditing principles, practices and skills; and obtaining and evaluating information, ensuring accuracy and reliability. OR Have completed at least one full year of graduate level education (18 semester hours or the equivalent) in auditing, or in a related field such as business administration, finance, public administration, or accounting. OR Have completed all the requirements for a Bachelor's degree from an accredited college or university PLUS demonstrated Superior Academic Achievement as defined below. OR A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position. Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following: 1. Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (rounded to one decimal point) of: 3.0 or higher out of a possible 4.0 ( B or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or 3.5 or higher out of a possible 4.0 ( B+ or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.
