The Asst. Vice President of Compliance and Legal is accountable for oversight of design, development, deployment and management of the Regulatory Compliance Program for California Coast Credit Union to ensure organizational compliance with all applicable requirements and laws, including Bank Secrecy, Anti-Money Laundering, Office of Foreign Assets Control and all consumer and business deposits and lending regulations and to serve as primary liaison with legal counsel on corporate legal matters and contract reviews. This position serves as the primary resource for establishing standards and procedures to ensure compliance with all applicable industry laws and regulations. This position will directly manage 4 Compliance/Legal employees. This job will be designated by the Board as the Anti-Money Laundering/Bank Secrecy Act/Office of Foreign Assets Control Officer, Privacy Officer and Compliance Officer.

Administrative: 26+ branches and headquarters office

Staff: 550+ staff

Members: 200,000+ credit union members

Assets: $3.3 billion

Compliance: Oversees the analysis and mitigation of risk by ensuring regulatory compliance with local, state & federal laws and applicable regulators. Prepare Compliance and Legal reports for Board of Directors and Supervisory Committee reporting.

Service Goals: Provides all branches, call center, and all business units with timely regulatory updates, requirements, reporting and training, and effectively and efficiently answers compliance questions.

Budget: Manages an expense budget of approximately $400 thousand; capital budget will vary depending upon priorities.

ESSENTIAL FUNCTIONS:

General and Administrative

  • Actively support and foster the credit union's mission, vision and core values.
  • Serve as primary liaison with legal counsel on corporate legal matters.
  • Participate in the development of the strategic plan and carry out those items as assigned, personally or jointly
  • Compliance

  • Ensure compliance with laws and regulations that affect the organization through compliance reviews, other oversight activities and consulting with management as necessary. Proactively track and identify compliance issues and regulatory developments to allow adequate time to implement necessary changes to policies and procedures.
  • Ensure the overall compliance program is adequate. Monitor performance of compliance program on a continuing basis, evaluating and communicating the effectiveness of the program; implementing changes as necessary to improve performance.
  • Ensure effectiveness of Compliance Committee.
  • Partnering with training staff, develop, identify and implement compliance training requirements for employees. Ensure appropriate compliance training for board directors and supervisory committee members is administered annually or as otherwise required.
  • Oversee the credit union's Compliance department including the BSA/AML/OFAC Officer. Ensure activities are monitored and records relating to BSA/AML/OFAC compliance are timely and accurately maintained. Identify flags for suspicious activity.
  • Monitor management's corrective actions to BSA/AML/OFAC internal audit and compliance review findings, including appropriate testing of such actions, to ensure prompt and accurate resolution of identified concerns.
  • Direct compliance issues to appropriate area for investigation and resolution. Consult with outside experts as necessary to resolve difficult compliance issues.
  • Assist management as needed with analysis of significant new strategies or changes to operations, as well as product and service development, to ensure compliance with applicable laws and regulations.
  • Actively encourage staff input to improve and streamline existing practices, procedures and forms.
  • Present regular reports to executive management on the state of compliance with both regulations and internal policy and procedures.
  • Develop and coordinate schedules, budgets, and requirements for compliance reviews and for continuing education for staff.
  • Review contracts and legal documents for compliance.
  • Work with outside legal counsel on legal corporate matters.
  • Trains the board, supervisory committee, executives and employees of the credit union on Compliance matters.
  • Develop and maintain Compliance procedures, manuals and training materials.

  • Other Education, Skills, and Abilities

    • Bachelor or graduate degree in business or related field required.
    • Juris Doctor of Law Degree required. License to practice required; license to practice in California preferred.
    • At least 10 years of work experience in regulatory compliance management (5 of which must have been in a management capacity in a credit union or other financial institution).
    • Active professional certification in BSA AML and Credit Union Compliance is required.
    • Comprehensive knowledge of financial service industry products, operations and procedures.
    • Expertise in local, state and federal laws and regulations as they apply to credit union products and services.
    • Strong analytical and quantitative skills, along with highly complex conceptual thinking ability, and the ability to handle multiple projects simultaneously to meet work deadlines. Ability to gather, assemble, correlate and analyze data and develop solutions as needed.
    • Ability to interface and communicate both orally and in writing in a positive, professional manner with all levels of staff within the organization. Excellent communication skills with the ability to clearly convey detailed information and instructions and write reports, correspondence and procedures.
    • Ability to deal with complex problems involving multiple facets and variables in non-standardized situations and ability to use resources to problem solve. Sound judgment, attention to detail and problem-solving abilities.

    PHYSICAL REQUIREMENTS

    • Ability to clearly and effectively communicate, both verbally and in writing.

    • Ability to use standard office equipment such as computer, printer, fax, copier and telephonic devices.

    • Ability to tolerate periods of continuous sitting. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bending or standing as necessary.

    • Occasional travel for attending off-hours and off-site meetings and conferences may be required.

    ENVIRONMENTAL CONDITIONS

    • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, printers, copiers, phones and filing cabinets.
    • Subject to standard background noise found in an office environment and during travel time, subject to variable weather and traffic conditions.

    POSITION TYPE/EXPECTED HOURS OF WORK

    This is a full-time position and hours of work and workdays are generally Monday through Friday, 8:30 a.m. to 5:30 p.m. This position is considered hybrid with three in-office days and two remote days in line with Company policy. Employees are expected to live in San Diego/Riverside Counties.
