  • Train in the coordination of internal and external resources of 401(k) and welfare benefit plans. Train in the administration of Tribal policies and procedures, plan documentation, contractual arrangements, and regulatory requirements. (ACA, IRS, HIPAA, FML, ERISA/Non-ERISA, DOL, Secure Act and Secure 2.0 Act, Restatement of Documents, DPOA/POA, Legal and Indian Guardianship/Custodianship, Health Care Directives, Department of Civil Rights, Department of Justice, other applicable federal, state and local laws, etc...)
  • Learn the management of 401(k) plan for the Tribe, including adherence to regulatory compliance and submission of annual 5500 reports.
  • Train in the selection of all employees and CCM health benefits and insurance, including broker selection, health benefit negotiations, and TPA selections. Will learn how to manage and maintain ongoing relationships with outside consultants, providers, regulatory agencies, PBMs, Air & Ground Ambulance (Memberships and contractual medical rates), TPAs, brokers, attorneys and carriers.
  • Will learn to design, establish and manage self-insurance programs for employee benefits, Tribal benefits and other insurance programs, including medical, dental, and vision, FSA, HSA, Life, AD&D, LTD, EAP, HIPAA Privacy Officer, including the establishment of adequate reserves.
  • Provide recommendations to the Benefits Director. Discuss all material issues related to Tribal and employee benefits.
  • Train in the management and coordination of the annual Open Enrollment process, including Summary Plan Descriptions, letters to carriers/participants, contracts, policies, mandatory notices, agreements etc. Will learn how to effectively communicate to employees and Tribal Members the changes. Will learn the timely processing of employee and Tribal elections in all divisions of the Tribe.
  • Train in how to prepare monthly reports and quarterly reports with brokers for the Benefits Committee, CAO, and CFO concerning fiscal performance of employees and Tribal benefit plans.
  • Review mandatory enforcements, suggested offerings, contracts, policies, Benefit Enrollment Guidebooks for employees and CCMs, summary plan descriptions, agreements, etc., for accuracy.
  • Will be trained in the aspects of obtaining approval from the Benefits Committee and CAO/CFO for new employees and Tribal benefits for all divisions of the Tribe. Will learn to work with all Tribal Divisions regarding benefits.
  • Will shadow the Benefits Director and assist and train Payroll Departments, Human Resources, Fiscal, other departments and other staff at all divisions of the Tribe in implementation of new benefits and/or changes, 401 (k) and insurance plans.
  • Will be trained on how to develop and implement other policies and procedures as they relate to employee and Tribal benefits and insurance.
  • Train on how to coordinate with Tribal Legal Counsel and outside legal counsel on all issues related to employee and Tribal benefits and insurance.
  • Keep abreast of changing market conditions and innovations in the industry.
  • Will be trained in how the Tribal Plan administers MLR, Covered California primary, Medicare A & B primary, Medi-Cal primary, Tribal Plan Payor of Last Resort and collection agencies. Train in the implementation of any additional cost savings measures specific to Tribal Plans and other benefit offerings.
  • Train in how to work closely with PRC Department to gain access to EOBs, Purchase Orders for MLR and coordination of benefits.
  • QualificationsQualifications:
  • Master's degree preferred, bachelor's degree in accounting, business management or human resources and/or equivalent in a related field, or extensive experience in Tribal and Employee Benefits
  • Minimum of 5 years' experience with the design, and administration of employee/Tribal benefits, insurance, 401(k) plans and related vendor management in a professional services environment.
  • Project experience in implementing new benefit plans and programs preferred
  • Must possess a valid California drivers' license and comply with the requirements of the Tribe's driving policy and insurance requirements.
  • 6. Excellent business communication, writing, presentation and interpersonal skills, alongwith strong customer, employee and Tribal focus and excellent planning and organizational skills.
