BUDGET ANALYSTFull-Time GRADE 12Non-Bargaining Unit Non-ExemptBASIC FUNCTIONTo perform budgetary and administrative work within Vermont State University's finance department. To support the university's administrative and academic activities,acting as liaison between the finance office and department chairs and budget managers. Monitoring and reconciling budgets, assisting with budget development, and ensuring financial accountability.ESSENTIAL DUTIES & RESPONSIBILITIES•Act as primary point of contact between the finance office and specified university budget managers•Prepare reports and analysis related to various aspects of university finances, including financial trends and projections, budget to actual reconciliations and etc.•Create Synoptix reports and manage distribution lists.•Prepare and submit journal entries and budget adjustments.•Perform various general administrative and financial duties, including the preparation of budgetary materials, the management of budgets, internal & external reporting as needed, regular communication with stakeholders, detailed record-keeping, and etc.•Participate in major operational projects and/or operations within the finance office. Play a key role in developing and modifying systems, procedures and policies.•Perform duties of purchase card administrator. Manage purchase orders as needed.•Monitor budgets, confirm accurate billing from vendors, and recommend operational changes for cost reduction and efficiency.•Perform other duties as assigned.SUPERVISION RECEIVEDDirect supervision received from Vermont State University Financial Manager.MINIMUM QUALIFICATIONSBachelor's degree in accounting, finance, mathematics, business, or other appropriate discipline, plus a minimum of four years of relevant experience, or a combination ofeducation and experience from which comparable knowledge and skills are acquired. Experience with budget management.Knowledge:•Knowledge related to accounting and budgeting functions.•Commitment to developing own professional knowledge regarding diversity, equity, inclusion and social justice and how it informs practices within area of expertiseSkills:•Strong analytical and problem-solving skills.•Good planning, time/resource management and administrative skills.Abilities:•Ability to leverage technology extensively while carrying out responsibilities, with an emphasis on Microsoft Office Excel.•Ability to deal effectively with and represent the VSC to a wide range of individuals/organizations within and outside the VSC system.•Demonstrated ability to support a diverse community and promote diverse perspectives, cultures and an inclusive environmentLocation: This position may be performed remotely (within the U.S. - with some state exceptions) and/or on one of Vermont State University's campuses with a hybrid remote option.This general outline illustrates the type of work which characterizes the job classification.
