Job Posting Summary

The Budget Assistant will support the Director of Business Services in day-to-day activities related to operational and capital budgets executed by the Operations & Facilities Division. The Budget Assistant will assist in monitoring budgets, ensuring accuracy of financial entries, and aid in the overall execution of the annual operating budget and capital plan.

Essential Job Functions & Responsibilities:

* Coordination and implementation of activities related to the operating budgets for the Operations & Facilities Division. This includes updates to budget trackers by project, initiation of activity codes, and processing of invoicing for related projects

* Development in project cash flow metrics to understand both capital and operating expenses through the current fiscal year, and a 2-year look ahead on spending. Note any anticipated operating expense changes year over year

* Maintain vendor lists by category or trade for expanding vendor database for all campus procurement and large project subcontractor solicitation efforts

* Tracking of budget variances to aid in better utilizing funds and realignments as necessary. Initiate budget transfers as necessary

* Coordinate the capital project requests for review and prioritization by working with Facilities, Information Technology, Academic Affairs, and Campus Safety to develop active and backlog capital project and equipment replacement requests

* Create and manage project budget estimate sheets for all large capital projects. This includes logging expenses, processing invoices in a timely manner, and reporting on budget to actual variances for design, construction, and equipment components

* Enter requisitions within Banner (through Mercy Connect) and ensure appropriate backup is obtained on all requests to remain in compliance with the Purchasing Guidelines

* Manage the Annual University Capital Fund which is made up of equipment purchases related to IT, Academic Affairs, and equipment replacement. For the IT component, maintain annual budget tracker to log all expenses by IT area and manage those expenses to an agreed upon budget

* Ensure all project documents are archived in appropriate project folders within the Mercy University data repository (One Drive) (i.e. duly executed vendor contracts, invoices, purchase orders, change orders, and all other financial documents associated with the project)

* Prepare operating and capital budget reports monthly (and weekly as year-end approaches) to ensure spending is on track to meet annual budgets

Qualifications

Required Skills & Experience:

* Intermediate Excel Skills (must know how to create simple formulas, subtotals, format effectively, and create budget summary reports from data obtained through Banner)

* Expertise in customer service (responsiveness)

* Professional experience in a high volume, complex budget environment

* Effective communicator

* Detail-oriented

* Organization skills

* Ability to manage multiple tasks and prioritize such

The Mercy University Retirement Plan is comprised of two components:

Deferred Compensation Plan

All eligible employees may contribute to the Deferred Compensation Plan on a pre-tax basis upon joining the University.

Defined Contribution Plan

Eligible employees are enrolled in the Defined Contribution Plan after two (2) years of full-time employment at Mercy University and receive a semi-monthly contribution from the College, based on age and salary. If an employee is under age 36, they will receive a contribution of 3.3% of their annual salary each pay period. If an employee is age 36 or older, they will receive a contribution of 9% of their annual salary each pay period.

If employed full-time for two (2) or more consecutive years by another institution(s) of higher education (college or university), without an intervening break in service within the last twelve (12) months prior to employment before joining Mercy, please submit a waiting period waiver form to Office of Human Resources.
