This is a managerial and supervisory position responsible for the preparation, execution, and review of all fiscal activities, including record keeping, payment of expenses, revenue recording, financial reporting, payroll (outsourced), financial reporting, capital assets, bank reconciliations, and grants of the City following GASB and GAAP requirements. Responsibilities include planning, preparing, and executing annual budgets and five-year capital budgets.ESSENTIAL DUTIESProvides responsive staff assistance to the Director of Finance and Mayor.Supervision:Ability to lead, maintain, and develop the City's Finance Department.Supervises professional staff within the Finance Department to ensure adherence to quality standards, deadlines, and proper procedures, correcting errors or problems.Budget:Manages the preparation and execution of the City's annual budgets and five-year capital budget in coordination with Mayor and department heads.Works with departments to resolve budgetary and financial problems.Reviews budget continuously throughout the year to ensure budget compliance.Compiles monthly reports on the status of budgets, variances, exceptions, and trends by department.Compliance:Establishes appropriate controls, systems, and review processes to ensure compliance with financial policies and procedures.Evaluates City compliance with various statutes related to budgeting and financial management of local governments, GASB, and IRS regulations.Authorizes requisitions for payment from City funds.Reviews and approves purchase orders as required.Reviews accounting data affecting the general ledger, such as accounts payable, payroll, deposits, accounts receivable, bank reconciliations, investments, capital assets, and purchasing.Maintains capital asset inventory for GASB complianceResearches and prepares annual Resolutions and Ordinances needed to support the City's financial activitiesEnsures the filing of all City tax returns and annual tax statements by the outsourced payroll company.Grants:Monitors City's compliance with terms and conditions of active grant agreements.Provides technical assistance and guidance to City employees in the development of City grants as needed.Coordinates with all departments to ensure accurate and timely submission of reports and other information.Assists in the preparation of grant budgets and monitors budgets to ensure accountability and compliance.Audits:Coordinates and oversees the City's annual Single Audit, state audits, and grant-specific audits.Works closely with all departments to resolve City Single Audit findings.Software:Develops, maintains, and modifies accounting systems for new projects.Reviews and revises accounting structures, as necessary.Responsible for financial software, updates, and required staff training.Other:Act as a liaison for the City's liability insurance policies.Performs other related work as required.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIESMust possess excellent computer aptitude and knowledge of Microsoft Office -- Word, Excel, and Outlook programsMust possess excellent written, verbal, and financial analysis skills.Must be able to communicate with and maintain relationships with a wide variety of stakeholders including, but not limited to, department heads, City Council, committees and other forums, and the general public.Ability to record detailed information and calculate with accuracy.Ability to operate office equipment in a business environment, including a personal computer, copier/scanning/faxing and multi-line phone system.Ability to work independently, organize, prioritize workload, meet deadlines timely and efficiently and involve the Director of Finance in matters requiring further management discretion.Knowledge of the City's purchasing policies, procedures and budgeting.EDUCATION AND EXPERIENCEBachelor's degree in Business Administration, Finance, Accounting or related field and three (3) to five (5) years of experience in accounting and financial reporting, preferably in local government.Experience with preparing and executing annual budgets.Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO), preferred.FBI and PA State Police background clearances required.ESSENTIAL FUNCTIONSMust be able to sit, stand, and/or move for the duration of work hours.Must be able to sit at a desk in front of a PC for prolonged periods of time.Must be able to bend, stoop, squat, kneel; reach above shoulder level; and twist body periodically throughout the day.Must possess sight/hearing senses so that the requirements of the position can be fully met.Ability to utilize hands for repetitive actions.Able to work in a constant state of alertness and safe manner.Reasonable accommodations will be made to achieve essential functions of this position.WORKING CONDITIONSWill work alone and with others.Will work mostly in an office setting with telephones, personal interruptions, and background noises.Will works in a public setting where moving around the office and interaction with City employees and retirees may be required.Qualified candidates should submit a resume, cover letter, and at least two references (one personal, one professional) for application purposes.The City of Williams
