The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, andexpanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a responsible public entity for acquiring, constructing, improving, maintaining, or operating a qualifying transportation facility under the PublicĀ­ Private Partnership Act of 1995.

VPRA's Engineering & Construction team seeks a highly skilled and multi-faceted Building Code Official. This position will primarily guide VPRA's Engineering and Construction functions to ensure compliance with the Virginia Uniform Statewide Building Code (USBC). The Building Code Official shall have the powers and responsibilities outlined in Section 106 of the USBC. This position shall be responsible for the timely review of construction documents and issuing and administrating building permits for projects involving VPRA property. This is a newly created position, and as such, the Building Code Official will be required to quickly assemble the staff and resources needed to achieve project delivery obligations.

The position will report to the Vice President of Engineering & Construction and collaborate with the Assistant Vice President of Engineering & Construction and Project Managers.

The Building Code Official will:

  • Hire, manage, and direct VPRA staff resources and consultants needed to address and correct violations.
  • Develop all policies and procedures required under the Virginia USBC.
  • Enforce the Virginia Uniform Statewide Building Code (USBC)
  • Review construction documents, site plans, and evaluation reports.
  • Approve and issue building permits.
  • Perform inspections and testing and provide approval/rejection of work.
  • Issue certificates of occupancy.
  • Issue all applicable notices (e.g., a notice of defective work, stop work orders, a notice of violation, etc.).
  • Attend public meetings to share information about current policies and procedures and/or the general operations.
  • Manage and maintain records per The Library of Virginia's General Schedule Number Six.
  • Travel between ongoing projects throughout the Commonwealth of Virginia (25% or more). Occasional overnight travel may be required.
  • Assist with preparing and administrating the yearly budget.

Required Education:

  • Bachelor's degree in engineering/architecture
  • Professional Engineer or Architect licensure (Virginia)
  • Virginia DHCD Certified Building Inspector (or eligible for certification)

Preferred Education:

  • Master's degree in engineering, engineering management, construction management, or business administration

Required Experience:

  • Demonstrated proficiency in administrating the Virginia USBC on significant transportation infrastructure projects.
  • At least five years of building experience as a licensed professional engineer or architect, building, fire or trade inspector, contractor, housing inspector or superintendent of building, fire or trade construction or at least five years of building experience after obtaining a degree in architecture or engineering, with at least three years in responsible charge work. (Education and experience may be combined to satisfy this requirement).
  • General knowledge of sound engineering practice concerning the design and construction of structures to include life safety requirements.
  • Highly skilled and experienced in communicating with elected officials, senior government officials, business representatives, and the public.
  • Demonstrated ability to work as a team member, leader, manager, and problem solver in an organization with a diverse staff and customer base.
  • Proficiency using MS Word, MS Project, Excel, PowerPoint, Outlook, and Internet Explorer.
