This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position: Required experience: Seven years of experience** in multi-trade building construction projects, which must have included one year of managing multiple building construction projects, and experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas: •construction planning •coordination of multiple trades •cost estimating •project scheduling •material purchasing •resource management (including labor, material, and equipment scheduling) •construction document reading and interpretation (e.g., plans and specifications). **Applicant degrees in related fields may substitute for experience as follows: •No degree: seven years of required experience. •Associate degree: two years of required experience. •Bachelor's degree: four years of required experience. •Master's degree: five years of required experience. •Doctorate degree: six years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Facilities Planner 2, and eligible for transfer under Section 70.1 of the Civil Service Law. Duties Description •Conduct site visits of leased locations throughout the State as required for construction project review and site evaluation. •Respond to lease compliance issues to ensure lease terms are being met by the landlord. •Manage multiple complex construction and renovation projects of varying size Statewide through planning, design, construction, ITS (Information Technology Service), furniture purchase/installation, and tenant occupancy. This may include coordination of multiple agencies moves into various spaces in multiple locations. •Meet with client agency to define project and program requirements and discuss construction scope alternatives that may be more cost and/or service effective. •Review, approve, and distribute construction schedules and plan inspection of the work based on those schedules. •Review proposed lease sites and make recommendations to the team regarding site selection to assist with project scope and cost estimate development. •Review and approve project change orders through the Lease Cost Review process standards. Monitor and review projects until they are completed to ensure they are being designed and constructed within approved cost. •Prepare reports for agency management and client agency/customers on the status of projects and issues noted. •Monitor agency and contractors assigned to projects to assure that work is progressing per schedule including timely deliverables of project plans and problem resolution. •Serve as the main contact person and liaison between the client agency and project participants by providing pertinent lease information, identifying, and resolving issues, and verifying approvals for funding, design and construction documents, work acceptance and change orders. •Schedules and conducts periodic meetings with subordinate staff to review project status and performance to ensure proper inspection, project coordination among the project stakeholders such as the landlord design and construction teams and help correct any deficiencies. •Perform the full range of supervisory duties such as performance evaluations, and time and attendance. •Effectively train and supervise Building Construction Program Manager 1. •Perform other duties as assigned. Operational Needs: •Acquire and/or maintain a Code Enforcement Official certification. Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
