Summary:
Under administrative supervision, the Business Administrative Associate for Purchasing will assist with a wide range of procurement and contracting responsibilities within a University of Illinois Springfield central purchasing unit. Using established standards of good business practice and sound fiscal management the BAA will work with units to process contractual requirements and follow University requirements.
Duties & Responsibilities:
Provides guidance to university units regarding standard purchasing procedures, as well as state, federal and University rules and regulations. Assures necessary rules and regulations are employed in the contract process and legal requirements are incorporated into all agreements. Reviews purchase orders for accuracy and approves orders as allowed by level of authorization. Documents the sourcing and contracting process, ensuring rules, regulations, policies, and procedures are followed. Acts as liaison with colleges and departments to provide assistance and guidance during the evaluation phase of procurements. May serve as a member of an evaluation team. Conducts financial analysis of all proposals submitted by third parties and reviews departmental recommendations for consistency and accuracy. Reviews requests for change orders or amendments and prepares documents to implement contract revisions. Negotiates pricing and contractual terms and conditions that are in the best interests of the University. Prepares recommendations for Board of Trustees approval and/or award. Provides technical assistance to contracting parties to resolve deficiencies affecting the administration and approval of contracts and performs other administration related activities. Serves as a University contact for vendors regarding procurement policies and procedures and obtains information regarding products, prices and service proposals. Prepares various reports related to procurement and contracting activities as requested by management. Performs other related duties and responsibilities appropriate.
Minimum Qualifications:
1. Bachelor's degree in business administration, management, or a field related to the position.
2. Two (2) years of professional business, financial, and/or managerial work experience.
(NOTE: A Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.)
3. Four (4) years of professional purchasing, procurement, or contracting work experience.
Knowledge, Skills & Abilities:
Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, data entry, designing forms, and other office procedures and terminology.
Knowledge of technology including electronic equipment, computer hardware and software, and their applications.
Knowledge of basic arithmetic, algebra, statistics, and their applications.
Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
Ability to work collaboratively and communicate effectively as appropriate for the needs of the audience.
Ability to work independently and effectively organize and prioritize multiple tasks.
Ability to analyze and develop guidelines, procedures and systems to outline specific goals and implement plans to prioritize, organize, and accomplish tasks.
Ability to manage a budget and work within the constraints of that budget.
Ability to analyze, interpret, and explain work related documents, policies, and procedures.
