From conducting budget vs. actual reviews and explaining variances to documenting transfers and crafting compelling business cases, your contributions will make a meaningful impact. You'll collaborate directly with Budget Managers, providing insightful analysis, comprehensive reporting, and innovative solutions to complex challenges.In this role, you'll also actively participate in annual budget processes and lead special projects requiring in-depth financial analysis. With a strong emphasis on continuous improvement, you'll identify and implement process enhancements to boost efficiency and effectiveness. Essential duties and responsibilities may include, but are not limited to, the following:Business Analyst I (Non-Exempt):
  • Assist with financial analysis and reporting related to the District's operations, maintenance, capital, and labor budgets. Tasks may include, but are not limited to:
    • Assist in gathering, analyzing, and reporting data for budgeting and financial planning.
    • Work with supervisors and project managers to develop and maintain effective reporting tools.
    • Prepare and distribute standard and ad hoc financial reports.
    • Support the development and maintenance of budgets for assigned areas, including O&M, capital, and labor.
    • Collaborate with team members to identify process improvement opportunities and implement solutions.
    • Contribute to the development of Key Performance Indicators (KPIs) and track progress.
    • Support the preparation and analysis of monthly budget reviews (MBRs).
    • Ensure accuracy and reliability of financial data and reports.
    • Assist in automating and standardizing routine reports to improve efficiency.
    • Provide entry-level analysis, including identifying trends, anomalies, and key insights.
    • Maintain relationships with internal stakeholders to clarify expectations, coordinate schedules, and share information.
    • Participate in cross-functional workgroups and committees to enhance understanding of financial operations.
    • Follow all safety-related policies and procedures.
    • Maintain a high level of confidentiality regarding sensitive financial and operational information.
    • Effectively leads individuals or groups of individuals in the training, implementation and monitoring of the budgeting and reporting process to achieve internal goals and performance objectives.
    • Identifies and assists in developing a range of financial based trainings for employees, foremen, supervisors, managers, and executive leadership.
    • Effectively communicates goals, priorities, potential future initiatives, and performance to the Manager of Budget & Reporting.
    • Ensures all safety-training is completed as requested. In addition, follows all safety-related policies and procedures.
    • Proactively participates in company-wide initiatives as requested or approved by the Manager of Budget & Reporting.
    • Develops professional and effective relationships at all levels of organization focusing on management within assigned functional areas and its managers within.
    • Maintains a high level of confidentiality regarding personnel issues and sensitive operational information.
    • Compose correspondence and develop reports and or proposals when needed or requested.
    • Assume other activities and responsibilities as directed.
    • Demonstrated commitment to Grant PUD's mission, vision, values, strategic plan, and Grant PUD / IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
    • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
    • Actively participate in all aspects of our safety program, including but not limited to:
      • Following all safety policies and produces.
      • Alerting supervisors and coworkers to unsafe or hazardous working conditions.
      • Reporting any safety incidents or close calls within 24 hours to your supervisor.
      • Accepting feedback from supervisors and coworkers regarding your own safety performance.
Business Analyst II (Exempt):
  • Responsible for understanding the financial aspects of The District, including O&M, capital, and labor. Tasks may include, but are not limited to:
    • Develops and implements data driven decisions and strategies for department / division.
    • Consult with Supervisors and Project Managers within assigned organizations to use analytical and reporting tools to develop effective cost, quality, and satisfaction outcomes. This includes leading assigned organizational efforts in the areas of MBR's, budget development/management, and KPI's as needed.
    • Manage the budgeting process for capital, O&M, and labor, championing efficiency, standardization, and automation where possible.
    • Produce accurate, reliable data and reports for budgeting, actual reporting, and performance metrics, ensuring alignment with organizational goals.
    • Provide oversight for the creation and dissemination of regular and ad hoc reports.
    • Collaborate with the Manager of Budget & Reporting to ensure the availability of accurate financial data for decision-making processes.
    • Facilitate and participate in workgroups, committees, and employee-based initiatives focused on continuous improvement of budgeting and reporting processes.
    • Train and mentor employees in financial reporting tools, processes, and best practices.
    • Identify and recommend business improvement opportunities and support their implementation.
    • Maintain compliance with accounting regulations and bond compliance requirements, staying informed of industry best practices.
    • Develop and deliver financial training programs for employees at all levels.
    • Establish professional relationships across the organization to streamline processes and improve communication.

Education and ExperienceBusiness Analyst I Required:
  • High School diploma or GED
  • One (1) year of analytical, data management and reporting, or business-related experience.
  • Valid State Driver's License
Business Analyst II Required:
  • Minimum of two (2) year degree in Business Administration, Accounting, Finance OR one (1) additional year of relevant experience in lieu of degree.
  • Four (4) years of analytical, data management and reporting, or business experience.
  • A valid State driver's license.
Preferred:
  • Bachelor's degree in Business, Economics, Finance, or related field
  • Previous experience in budgeting, financial reporting utility industry operations.
Other Knowledge, Skills, and Abilities
  • Knowledge mathematical skills and financial/budgeting reporting
  • Proficiency with Microsoft Office Suite, particularly Excel (e.g., pivot tables, formulas
  • Strong organizational skills with attention to detail.
  • Effective communication skills, both verbal and written.
  • Ability to analyze data, identify trends, and prepare concise reports.
  • Work independently or collaboratively, maintaining professionalism under pressure.
Physical Requirements

  • Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.
  • The duties of this position are primarily performed in an office environment with occasional exposure to noise and vibrating work. Must be able to drive to and visit actual work sites , meetings and other District Offices to include: exposure to heat and cold, humidity and air quality conditions, exposure to heavy equipment and maintenance work areas of Hydro Facilities, climbing stairs, periodically walk, stand, bend, lift and carry items up to 30 pounds, requires sitting for long periods of time and working in front of a computer, must have good hearing and listening abilities, speak clearly and able to work in hazardous work zones.
